What Is The Extraordinary Investment For A Global Center From An American Company Which Dr Koh Tsu Koon Claimed On 16 May 2011 That He Had A Role To Play In Bringing To Penang?

Minister in the Prime Minister's Department Tan Sri Dr Koh Tsu Koon should prove that he has the courage to own up to his own mistake of a false investment announcement by an American company instead of trying to cover up his failure with another lie. Dr Koh must fully account to Malaysians what is the extraordinary investment for a global center from an American company which he claimed on 16 May 2011 that he had a role to play in bringing to Penang.

Dr Koh claims that he had never announced that Motorola was investing RM4 billion in Penang. However Koh is not being honest. Reports in all main newspapers, such as the Star and the Sun on 17 May 2011 had reported Koh as saying that the Prime Minister will announce an extraordinary investment to set up a global center by a United States firm during his visit to the US.

Koh even boasted in The Sun on 17 May 2011 that he had played a role as an adviser to the US company in coming to its decision, which is to be announced by Najib in New York. True enough, Prime Minister Datuk Seri Najib Tun Razak announced on 19 May 2011 of a new RM4 billion investment by a Motorola to set up a global excellence center. This new RM4 billion announcement was widely reported in all newspapers including Bernama, Star, Sun, Utusan, Berita Harian and in MIDA websites.(see chronology of press reports below)

Koh now claims that this new RM4 billion investment was a mistake by Reuters. If so then why was this mistake not corrected by all the mainstream news media including Bernama? No one in Malaysia was aware that Najib and Reuters had made a mistake as not a single correction was reported in Malaysian news media. Were the official Malaysian media accompanying Najib so incompetent that they did not correct the RM 4 billion mistake? This can not be so.

Najib's announcement of a RM 4 billion investment had delighted Penangites and Malaysians. The Penang state government was willing to thank Koh for helping to bring the RM4 billion new investment to Penang. But this empty boast by Koh had not only deeply disappointed Malaysians and Penangites but also shamed the Prime Minister for making a false announcement in front of the foreign audience in the United States.

If Motorola is not the extraordinary investment of a US company in Penang, then Koh should explain what is the amount and from which American company is that extraordinary investment coming to Penang? Many Penangites are shaking their heads that Koh despite 18 years of experience as Penang Chief Minister can make such a shameful mistake.

Can Koh Tsu Koon please stand up and own up to your mistake so that you can learn from it and improve your performance in your new job as Minister in the Prime Minister's Department?

GEORGE TOWN (May 16, 2011): Penangites can look forward to an “extraordinary” invesment initiative by an American multi-national giant during Prime Minister Datuk Seri Najib Abdul Razak’s current working visit to New York.

In dropping the hint, Minister in the Prime Minister’s Department Tan Sri Dr Koh Tsu Koon said the move by the unidentified company was due to the tireless effort of the federal government, in particular the Malaysian Industrial Development Authority (MIDA).

“The company has been in Penang since the 70s and expanded here in the 90s. They are now going to set up a global centre in Penang,” Koh, who is also the Penang Barian Nasional (BN) chairman, said at a press conference here today.

Without revealing details, Koh, who is also the former Penang chief minister, said he had played a role as an adviser to the company in coming to its decision, which is to be announced by Najib in New York.

Minister in the Prime Minister’s Department Tan Sri Dr Koh Tsu Koon said Najib, who is currently abroad, is expected to reveal the details of a new initiative by a Penang-based multi-national company (MNC).

“The MNC has been in the state since the 1970s, and in the 1990s, was growing rapidly. It’s now ready to scale greater heights by establishing a global centre in Penang.”

On 19 May 2011, in 1malaysia official website headline "Firma AS Labur US$5-US$6 Bilion Di Malaysia, Kata Najib"- Perdana Menteri berkata Motorola, yang telah beroperasi di Malaysia sejak 37 tahun lepas dengan 7,000 pekerja, akan melabur kira-kira RM4 bilion bagi menubuhkan Pusat Kecemerlangan Global di kilangnya di Pulau Pinang bagi menyediakan sokongan perkhidmatan kepada pelanggan di seluruh Asia Pasifik.

On 19 May 2011, in The Malaysian Insider portal with headline" Najib: US firms eyeing RM18b investments here" – Datuk Seri Najib Razak has said Malaysia can expect up to US$6 billion (RM18 billion) in investments by US firms over the next three years.
Major US telecommunications firm Motorola is also setting aside RM4 billion for its centre of excellence to be based in Penang, the prime minister said, adding that the company has been a long-time partner in the Malaysian economy.

On 20 May 2011, in Utusan portal with headline "Firma multinasional AS berminat" – Perdana Menteri berkata, Motorola yang telah beroperasi di Malaysia sejak 37 tahun lepas dengan 7,000 pekerja, akan melabur kira-kira RM4 bilion bagi menubuhkan Pusat Kecemerlangan Global di kilangnya di Pulau Pinang bagi menyediakan sokongan perkhidmatan kepada pelanggan di seluruh Asia Pasifik.

Menteri di Jabatan Perdana Menteri, Tan Sri Dr. Koh Tsu Koon harus membuktikan bahawa beliau mempunyai keberanian menyatakan pendirian sehingga beliau membuat pengumuman palsu tentang pelaburan oleh salah sebuah firma dari Amerika Syarikat dan bukannya cuba untuk menutup kegagalan beliau dengan satu lagi penipuan. Dr.Koh mendakwa bahawa beliau tidak pernah mengumumkan bahawa Motorola akan melabur sebanyak RM4 bilion di Pulau Pinang. Walau bagaimanapun, Koh tidak bersikap jujur. Laporan dalam akhbar-akhbar utama, seperti The Star dan The Sun pada 17 Mei 2011 melaporkan bahawa Koh, mengatakan bahawa Perdana Menteri akan mengumumkan suatu pelaburan luar biasa dalam menubuhkan sebuah pusat global oleh salah sebuah firma dari Amerika Syarikat semasa lawatan beliau ke Amerika Syarikat.

Koh turut menyatakan dalam The Sun pada 17 Mei 2011 bahawa beliau memainkan peranan sebagai penasihat kepada syarikat Amerika Syarikat tersebut dalam proses membuat keputusan untuk melabur, dimana akan diumumkan oleh Najib di New York. Tepat sekali, Perdana Menteri Datuk Seri Najib Tun Razak mengumumkan pada 19 Mei 2011 bahawa jumlah pelaburan baru ini, sebanyak RM4 bilion oleh Motorola adalah untuk menubuhkan sebuah pusat kecemerlangan Global. Pengumuman baru tersebut telah dilaporkan secara meluas dalam semua akhbar termasuklah Bernama, The Star, The Sun, Utusan, Berita Harian dan juga di laman rasmi MIDA. Kini Koh mendakwa bahawa pelaburan baru bernilai RM4 bilion adalah suatu kesilapan oleh Reuters. Jika demikian, kenapakah kesilapan sebegini tidak diperbetulkan oleh semua media utama termasuk Bernama? Tidak ada sesiapa pun di Malaysia yang sedar bahawa Najib dan Reuters telah membuat kesilapan dan tiada sebarang laporan pembetulan dilaporkan dalam media di Malaysia. Adakah media rasmi di Malaysia yang mengiringi Najib tidak cekap sehingga mereka tidak memperbetulkan kesilapan bernilai RM4 bilion tersebut? Hal ini tidak boleh jadi.

Pengumuman Najib mengenai pelaburan RM4 bilion telah menggembirakan rakyat Pulau Pinang dan rakyat Malaysia. Kerajaan Negeri Pulau Pinang bersedia mengucapkan terima kasih kepada Dr.Koh sekiranya beliau betul-betul membantu dalam membawa masuk pelaburan baru bernilai RM4 bilion ke Pulau Pinang. Tetapi ini Cuma omongan kosong oleh Koh, bukan sahaja mengecewakan rakyat Malaysia dan Pulau Pinang, malah mengaibkan Perdana Menteri kerana membuat pengumumam palsu di hadapan penonton warga asing di Amerika Syarikat.

Jika Motorola bukan syarikat Amerika Syarikat yang membuat pelaburan baru di Pulau Pinang seperti dinyatakan oleh Koh, maka Koh harus menjelaskan apakah jumlah dan manakah syarikat Amerika yang akan membuat pelaburan yang luar biasa kepada Pulau Pinang? Ramai warga Pulau Pinang menggelengkan kepala, walaupun Koh sudah 18 tahun berpengalaman sebagai Ketua Menteri Pulau Pinang namun masih boleh membuat kesilapan yang memalukan itu.

Bolehkah Koh Tsu Koon tampil ke hadapan dan menyatakan pendirian beliau bahawa beliau telah melakukan kesilapan dan sudi belajar daripada kesalahan serta meningkatkan prestasi beliau dalam jawatan baru beliau sebagai Menteri di Jabatan Perdana Menteri?

许子根声称他从未宣布摩托罗拉会在槟城投资40亿令吉,可是他却一点也不诚实。在马来西亚的所有主流报章,如2011年5月17日的《星报》和《太阳报》,都有报导许子根说首相将会在访美期间,宣布一家美资工厂有意在槟注资设立全球中心的非比寻常投资。

许子根甚至在2011年5月17日的《太阳报》放言,指他本身在这家美国公司来投资的决定上,扮演着顾问的角色,并将会由首相纳吉在纽约作出宣布。 果然,首相拿督斯里纳吉在2011年5月19日,宣布了摩托罗拖拉将会作出高达40亿令吉的新投资项目,以设立一个全球卓越中心。这个40亿令吉新投资的宣布,广泛地被我国所有媒体大幅度报导,包括《马新社》、《星报》、《太阳报》、《马来前锋报》、《今日新闻》及在马来西亚工业发展局(MIDA)的网站(请参考附档的报章报导演进表)。

许子根现在竟然说这个40亿令吉新投资是《路透社》的错误报道。若这是事实,为什么这个"错误"却没有在我国的各主流媒体,包括《马新社》作出澄清呢?全马没有人知道首相纳吉及《路透社》搞错了,因为在马来西亚的新闻里,没有任何的澄清被报导在媒体上。难道陪同首相纳吉出访的官方媒体这么不称职,连错误报导40 亿令吉新投资的事也没有修正?这不可能的。

纳吉宣布的40亿令吉投资,让槟城人和马来西亚人欣喜。若许子要真的协助引进了这40亿令吉的新投资,槟州政府可真的会好好感谢他一番。但是他的空头承诺不只让马来西亚人及槟城人感到失望,首相也因被他所误导,而在美国的外国人面前献丑。

如果摩托罗拉并不是许子根所声称、会在槟城作出"非比寻常" 投资的美国公司,那他得解释,到底他所指的,是哪一家美国公司要在槟城作出这个"非比寻常"投资,而投资额是多少呢?虽然他曾任槟州首长长达18年之久,却犯上这么'献丑'的错误,使很多槟城人摇头感叹。

许子根能不能有胆承认他所做出的错误,并从错误中学习,以便能改进在首相署新职务上的表现 ?

University scholarships only after Pre-University

We understand from the Prime Minister, Datuk Seri Najib Abdul Razak's statement on the radio on Thursday morning that JPA university scholarships will only be awarded at pre-university level after securing admission into top universities, instead of at the current SPM level as one of the means to resolve the perennial scholarship conundrum.

This move is fully in line with the proposal the DAP Socialist Youth led by the MP for Rasah, Anthony Loke has made via a memorandum to the Minister in-charge of scholarships way back in 2009.

The NutGraph had in 2 June 2009 reported that "a proposal to limit overseas Public Service Department (PSD) scholarships to students who have completed Form Six or pre-university equivalents has been well-received by at least one Barisan Nasional (BN) minister.

The Minister in the Prime Minister's Department Datuk Seri Nazri Aziz had then said the idea merited further thought as it appeared to be a viable solution in reducing the number of applicants for overseas placements. "I strongly support this. It is a good idea and I will look into this."

However, even way back in 2006, the then Higher Education Minister, Datuk Seri Mustapa Mohamed had already announced that the Government will only continue to award overseas scholarships to students who are able to gain entry into "ivy league" class universities.

The question then is, will the Public Service Department (PSD) comply and execute the Prime Minister's directive that overseas scholarships only be awarded to students who are able to gain entry into these top universities after pre-university levels instead of SPM?

Since the PSD has been unable to implement such reforms over the past 4 to 5 years, why would next year be any different?

Instead of waiting for another year before the entire scholarship circus repeats itself again, the Government should immediately announce the details of the new scholarship policy so that the Malaysian public and particularly, the potential scholarship holders know what is in store for them.

We call upon the Government to award automatic pre-university scholarships to all top SPM students with 8A+ and above to pursue the pre-university course of their choice, such as such as 'A'-levels, STPM or International Baccalaureate (IB) programmes.

Subsequently, the Government should announce a full list of top universities and colleges whose courses will be accepted for overseas universities scholarship consideration, whether it's Economics in Cambridge or Engineering at MIT or medicine in Melbourne.

It is only with full and complete transparency will the Government be able to redeem the credibility and prestige of the PSD scholarship programme. Otherwise, it will just be another case of only rhetoric with little or no action, leading to the same fiasco next year.
