"Saya menekankan supaya rakyat didahulukan kerana dalam sistem demokrasi berparlimen, suara rakyat adalah suara keramat."

Dalam sekelip mata di bawah teraju beliau, Malaysia kembali ke era negara polis yang mewarnai pemerintahan Tun Dr Mahathir Mohamad.

Hanya kerana berlainan pendapat dengan pemerintah, maka suara 63 Pertubuhan Bukan Kerajaan (NGO) cuba dibisukan, manakala ruang bersuara untuk parti pembangkang disempitkan lagi.

Rakyat yang memakai kemeja T dengan membawa logo BERSIH ditangkap, malah bendera Malaysia yang dibawa mereka untuk diedarkan kepada orang ramai juga dirampas.

Ratusan ribu rakyat yang mahu turun menzahirkan keperluan untuk sistem pilihan raya diperbaiki supaya lebih adil dan telus, akan menghadapi serangan polis bersenjatakan belantan dan pancutan air berkimia pada 9 Julai.

Malah BERSIH, menurut Umno-BN, akan memberi kesan teruk kepada ekonomi Malaysia jika tidak dibendung.

Tembelang pecah

Polis di seluruh negara digerakkan untuk menahan sesiapa sahaja yang memakai baju T dengan logo BERSIH dan merampas apa sahaja yang mengandungi logo itu.

Akhirnya tembelang Najib "pecah".

Sebaliknya beliau menunjukkan kecederungan menggunakan insitusi polis untuk meluntur malah memadamkan sebarang bantahan rakyat secara terbuka. Dasar ini kerap dilakukan di zaman Dr Mahathir dan kini berulang di era Najib.

Justeru polis mula bertindak keras untuk membatalkan BERSIH.

Tidak ada negara yang mendokong demokrasi mempunyai pasukan polis yang menangkap orang hanya kerana pakaian mereka tidak seiring dengan pemikiran kerajaan.

Di sebalik semua tindakan polis terhadap penganjur dan penyokong BERSIH, apakah salah dengan tuntutan perhimpunan itu?

Suruhanjaya Hak Asasi Manusia Malaysia, Suhakam, sendiri tidak mempunyai sebarang bantahan terhadap perhimpunan aman BERSIH, namun dukacita kerana pendapat badan ini tidak mendapat perhatian kerajaan.

Sebuah pilihan raya yang adil dan telus akan memberi kelebihan kepada mana-mana parti yang menang pada pilihan raya umum akan datang untuk mendabik dada kerana meraih kejayaan yang "bersih" dan tidak mencurigakan.

Amat berpengetahuan

Tidak ada sesiapa boleh menafikan bahawa pada setiap pilihan raya, BN akan bermula dengan kelebihan yang begitu besar berasaskan kawalan penuh terhadap media arus perdana negara ini dan sumber kewangan negara serta kemudahan awam.

Contohnya Utusan MalaysiaTV3, NTV7TV9New Straits Timesdan Berita Harian dikawal oleh Umno manakala The Star dikuasai MCA.

Kelebihan ini umumnya diterima oleh Pembangkang dan Pertubuhan Bukan Kerajaan sebagai realiti politik negara, contohnya tidak mungkin Umno menyerahkan haknya untuk menentukan siapa Ketua Pengarang Utusan Malaysia mahupun Berita Harian.

Justeru tuntutan utama NGO berkenaan menerusi BERSIH ialah supaya SPR mengatasi masalah-masalah ketelusan undi pos, penghapusan pengundi hantu dan pembersihan daftar pengundi.

Justeru inisiatif 63 Pertubuhan Bukan Kerajaan ini harus disokong, bukan sahaja oleh Pembangkang tetapi juga oleh BN, yakni Najib sendiri.

Najib ingin mencanang Malaysia sebagai sebuah negara dinamis di bawah dasar-dasar beliau yang pro-aktif dan berpaksi rakyat.

Jika benar beliau mendokong prinsip itu, kenapa bertindak begitu zalim terhadap penganjur BERSIH?

Tutup sebelah mata

Jika Najib menyokong prinsip asas demokrasi, beliau sepatutnya turun bersama rakyat, tak kira sama ada mereka penyokongnya mahupun pembangkang , demi menzahirkan komitmennya kepada sebuah pilihan raya yang telus dan adil.

"Kalau kita sebagai pemimpin turun bersama rakyat tanpa protokol, tanpa hamparan permaidani merah, tanpa bunga manggar, tanpa sambutan, duduk dengan rakyat, minum dan ambil kira serta ambil berat masalah rakyat, rakyat akan tetap bersama kita dan rakyat akan tetap memberi kuasa."

Itu ucapan Najib pada satu majlis di Sabah tidak lama dahulu. Jika beliau mendokong kenyataannya itu, sudah tentu Perdana Menteri tidak bermasalah menyokong BERSIH.

Beliau juga menutup sebelah mata dengan provokasi PERKASA dan Pemuda Umno menganjurkan siri demostrasi pada hari yang sama, semata-mata untuk mencetuskan keadaan tegang dan memberi alasan kepada polis untuk bertindak liar.

Sayang – peluang Malaysia melangkah ke depan untuk menyubur dan mematangkan proses demokrasi negara disambut dengan tindakan pemerintah yang begitu keras dan jauh daripada bersih.

Kenyataan yang dikeluarkan oleh seorang Mahaguru Pertubuhan Seni Silat Lincah Malaysia (PSSLM), Tan Sri Omar Din Mauju berkenaan dengan Himpunan BERSIH 2.0 menyebabkan saya rasa terpanggil untuk menyoal kredibiliti beliau selaku seorang Mahaguru yang disegani anak-anak buahnya.

Saya amat mengalu-alukan kehadiran ahli-ahli Seni Silat Lincah yang dikatakan seramai 1 juta ahli ke Himpunan BERSIH 2.0 kerana ini jelas termaktub di dalam Perkara 10 Perlembagaan Persekutuan yang menjamin hak setiap warganegara Malaysia untuk berhimpun secara aman.

Bukan sahaja Ahli Seni Silat Lincah sahaja, bahkan semua anggota-anggota pertubuhan silat di Malaysia ini dialu-alukan untuk hadir dan turun bersama bagi menuntut pilihanraya bersih dan adil di tanahair kita yang tercinta ini.

Yang menjadi kekesalan saya adalah apabila seseorang yang mendapat gelaran "Mahaguru" mengeluarkan kenyataan yang boleh dianggap sebagai satu amaran yang tidak bertanggungjawab seperti berikut:

"Sebagai pengamal silat, saya tidak boleh memberikan jaminan kami hanya akan melaung dan membantah sahaja. Jadi sekiranya tidak mahu perkara yang tidak diingini berlaku, lebih baik batalkan hasrat untuk menganjurkan perhimpunan haram tersebut"

Sewajarnya sebagai seorang "Mahaguru" menampakkan 'kebersihan' peribadi diri dan bukan memberikan amaran yang menjurus kepada provokasi sebelum sesuatu himpunan diadakan. Tambahan lagi, seorang "Mahaguru" sebenar tentunya boleh mengawal anak-anak buahnya sebelum melemparkan cabaran atau arahan kepada pihak luar.

Sikap yang ditunjukkan oleh seorang "Mahaguru" ini tidak langsung mencerminkan 'kebersihan' peribadi dan amaran seperti ini sewajarnya diambil serius oleh pihak Polis; sebaliknya yang dilihat adalah tekanan terbuka dan gangguan yang dikenakan menerusi tindakan polis terhadap pemimpin-pemimpin Pakatan Rakyat, dan juga badan-badan bukan kerajaan yang mempromosikan kebebasan bersuara secara aman.

Saya yakin dan percaya, Himpunan BERSIH 2.0 adalah himpunan yang tentunya akan selamat jikalau tindakan-tindakan provokasi seperti yang dilakukan oleh Pertubuhan Silat ini dihentikan serta merta. Marilah kita berlagak lebih sebagai pendekar yang bertanggungjawab selaku khalifah di bumi Allah ini, bukannya pengecut yang lebih suka mengeluarkan ugutan kepada mereka yang mungkin berlainan fikrah atau pandangan daripada kita.

Kenyataan dari Pemimpin Pertubuhan Mahaguru Pertubuhan Seni Silat Lincah Malaysia [PSSLM] ;

Sejuta ahli persatuan silat akan turun padang bagi membanteras sekeras-kerasnya Perhimpunan BERSIH 2.0 pada 9hb. julai, 2011 ini. Mahaguru Pertubuhan Seni Silat Lincah Malaysia [PSSLM], Tan Sri Omar Din Mauju memberikan kenyataannya dalam satu sidang akhbar berhubung pandangannya mengenai Perhimpunan BERSIH 2.0 semalam.

1. Adalah menjadi tanggungjawab Pengamal Seni Silat untuk mempertahankan negara sejak zaman pemerintahan Melaka lagi dan mereka tidak akan teragak-agak untuk bertindak keras ke atas golongan yang cuba menimbulkan kekacauan dan huru hara.

2. PSSLM mempunyai sejuta ahli dan kami akan turun pada 9hb. Julai, 2011 jika Ambiga masih meneruskan Perhimpunan BERSIH 2.0 seperti yang dirancang.

3. Kami sebagai Golongan Pengamal Silat merupakan pelindung kepada negara dan Sultan sejak beratus tahun lalu tidak akan berdiam diri.

4. Sekira kami tidak mengambil apa-apa tindakan maka kami akan dianggap dayus.

5. Saya akan mengetuai pasukan ini walaupun dengan berkerusi roda dan akan berada di barisan paling hadapan.

6. Ambiga dinasihatkan supaya membatalkan perhimpunan ini jika tidak, Omar Din bimbang dia tidak dapat mengawal perasaan dan emosi anak-anak buahnya pada perhimpunan itu kelak apabila mereka bertembung.

7. "Sebagai pengamal silat, saya tidak boleh memberikan jaminan kami hanya akan melaung dan membantah sahaja. Jadi sekiranya tidak mahu perkara yang tidak diingini berlaku, lebih baik batalkan hasrat untuk menganjurkan perhimpunan haram tersebut" kata Omar Din lagi.

【本刊记者撰述】民主行动党巴生国会议员查尔斯圣地亚哥谴责警方在没有搜查令的情况下强行进入干净与公平选举联盟秘书处的办公室。他认为,政府公然违反人权并促联合国人权理事会成员剥削马来西亚的成员资格。

查尔斯(Charles Santiago,左图)今天发文告抨击警方今早在没有搜查令的情况下,进入净选盟秘书处的办公室,警方甚至剪开锁头强进入办公室的做法。

此外,内政部长希山慕丁(Hishamuddin Hussein)也宣布净选盟T恤是非法的。

此外,警方也扩大了对民联领袖的镇压,更多民联领袖被传召到警局录口供。

犹有甚者,社会主义党被扣留的女性社运分子也投诉,他们被警方拳打脚踢,被吐口水,也要他们喝马桶的水,并被迫在男警面前患上扣留者的衣服。

查尔斯表示,这些都是国阵巫统政府严重的侵权行为。政府明显已过分了,并且显示了他们根本不在乎国家的人权。

"使用警察和巫统的暴徒来恐吓社运人士、民间组织成员和在野党领袖滥权且无视法律。"

不应成为人权委员会成员

马来西亚于2010年6月19日重获联合国人权委员会资格后,马来西亚政府曾说:"马来西亚获得高票显示了国际社会对马来西亚能在人权工作扮演积极和创造性角色的能力有信心。这是承认我们在推广和保护全球人权方面的贡献,以加强对话、合作和行动的素质。"

"这也显示了国际社会承认和感激马来西亚,在国内和国际上尊重和捍卫所有不可分割和隐形的人权特质。"

查尔斯认为,这两段话如今看起来如同笑话。马来西亚的联合国人权委员会的任期将在2013年6月18日届满。

查尔斯认为,净选盟要求选举制度改革,但一直受到选举委员会的漠视。选举弊端如操纵选票、选区划分不均、贿选、幽灵选民等都是我国选举时的常态。

因此,人民要上街要求使用不退色油墨、清理选民册、改革邮寄选票和所有政党可近用媒体。

净选盟也要求至少21天竞选期、停止肮脏政治和贪污并加强公共机构。

查尔斯促请政府不要再假装他们关注人权,首相纳吉扭曲该集会为尝试夺权的非法集会、土著权威组织主席依布拉欣阿里(Ibrahim Ali)也警告华裔留在家中并囤粮、巫统青年团成员也恫言焚烧公正党的总部等事件。

特也说,然而,依布拉欣阿里只被盘问了三小时就获释,而巫统流氓却未受警方传召,反之那些支持自由和公平选举的人士,在巫统的指示下遭警察骚扰。

他预料在709集会之前会有更糟糕的情况。

"政府是时候停止假装他们关注国内人权。任意逮捕、不人道对待扣留者并试图消除异见声音,这并非民主国家的标准。"

"因此,我吁请联合国撤除马来西亚的人权理事会成员资格。巫统领导的政府绝对不值得成为委员会的一员。"

Malaysia sits in the UN Human Rights Council. But Klang MP Charles Santiago says the country should be stripped of its membership, with all the violations happening now.

PETALING JAYA: Malaysia is a member of the UN Human Rights Council and its main purpose is addressing human rights violations.

But judging from the blatant abuse of human rights here over the last two weeks, Malaysia's very presence in the council is likely to be questioned.

The Human Rights Council was created by the UN General Assembly on March 15, 2006, aimed mainly at addressing human rights violations and make recommendations on them.

Malaysia was re-elected to the UN Human Rights Council on June 19, 2008. It will serve a three- year term which ends in 2013.

Klang MP Charles Santiago says the Barisan Nasional (BN) government does not care for human rights in the country and the UN should strip Malaysia of its membership of the Human Rights Council.

Santiago said the government should stop making a mockery of the council.

"It's time the government stopped pretending that it cares about human rights in the country. Arbitrary arrests, inhumane treatment of detainees and silencing of legitimate dissent are not marks of a democratic nation," he said.

The clampdown on the Bersih's planned "Walk for Democracy" on July 9 has been intensifying. This morning, 14 people including DAP Jalong assemblywoman Leong Mee Meng and PKR Teja assemblyman Chang Lih Kang were taken in by police in Sungai Siput for promoting the rally.

In the afternoon, police raided the office of Bersih office in Petaling Jaya. Selangor police chief Tun Hisan Tun Hamzah said the raid was conducted following a tip-off that there were illegal activities taking place in the premises.

He also said that his officers had seized hundreds of Bersih T-shirts and other Bersih apparels from the office.

Government's high-handedness

Home Minister Hishammuddin Hussein today said that it was illegal to wear the yellow Bersih 2.0 T-shirts as it was associated with illegal activities.

To date, about 100 people have been caught for wearing the T-shirts. Bersih has said that it will not apply for a permit for its rally because the government had already warned that it will not issue any permits.

Over the weekend, the police arrested 30 Parti Socialis Malaysia (PSM) members, including Sungai Siput MP, Dr Michael Jeyakumar Devaraj, in Penang and they have been remanded for a week to be investigated for illegal assembly and waging war against the king.

PSM has clarified that the arrests were not related to Bersih but linked to its own campaign, "Udahla Tu… Bersarala" (Enough already – retire now).

Bersih chairman S Ambiga, national laureate A Samad Said, Perkasa chief Ibrahim Ali and an Umno Youth representative were quizzed on Monday.

Yesterday, PKR vice-president Nurrul Izzah, Subang MP R Sivarasa, and lawyers N Surendran and Fadiah Nadwa Fitri (from legal aid organisation Lawyers for Liberty) were also summoned to give their statements at the Dang Wangi police station.

Opposition Leader Anwar Ibrahim was also questioned by the police today.

A few more leaders such as Bersih steering committee member Maria Chin Abdullah and DAP Seputeh MP Teresa Kok are scheduled to give their statements today.

Santiago said that all these developments demonstrates the government's high-handedness and disregard for human rights in the country.

KUALA LUMPUR, June 29 — The United Nations (UN) should remove Malaysia as a member of the Human Rights Council (HRC) in light of the government's crackdown on Bersih supporters, the DAP said.

DAP MP Charles Santiago said that the alarming rate of arrests over the past few days was "serious violations of human rights." This, he said showed that the government had no qualms about abusing human rights in the country.

"It's time for the government to stop pretending that it cares about human rights in the country … arbitrary arrests, the inhumane treatment of detainees and the silencing of legitimate dissent are not marks of a democratic nation.

"I call upon the UN to strip Malaysia of its membership of the Human Rights Council. The Umno-led ruling government does not deserve to be on the council," Santiago said in a statement today.

Home Minister Datuk Seri Hishammuddin Hussein said today T-shirts with messages in support of Bersih have been outlawed because they were related to an illegal assembly.

Police officers have arrested activists and opposition members wearing Bersih T-shirts ahead of next weekend's rally and counter-rallies organised by Umno Youth and Perkasa, all of which the government has said will not be given police permits.

However, the Bersih organisation has not been declared illegal nor has the word "Bersih" been gazetted as such.Hishammuddin did not mention under what law the T-shirts would be deemed illegal. The minister has also rejected claims that the police clampdown on those supporting the July 9 march for electoral reforms was politically motivated.

Police officers have also raided the Bersih office in Petaling Jaya and arrested several Bersih activists.

Last weekend, the police also rounded up a group of Parti Sosialis Malaysia (PSM) activists, including Sungai Siput MP Dr Michael Jeyakumar, accusing them of attempting to revive communism. The group had also expressed their support of the July 9 Bersih rally. A number of opposition politicians have also been summoned to have their statements recorded over Bersih.

PKR vice-president Chua Tian Chang demanded that the police explain why only Bersih activists and supporters were being questioned or arrested, and why Perkasa and Umno Youth have not been hauled up despite stating that they will organise a counter-rally on July 9.

"Why the need to arrest Bersih? What have they done wrong? Even if you stop Bersih supporters from wearing T-shirts, you will not be able to stop the spirit of the upcoming rally.

"At the same time, no action has been taken against Umno Youth and Perkasa. Where is the democracy here?" Chua told reporters here today.

Activists under Bersih and Pakatan Rakyat (PR) component parties are gearing up for the rally this July 9, the second such gathering calling for electoral reforms.

The first rally, also organised by Bersih, was held in 2007 and saw some 50,000 people take to the capital's streets.

The gathering eventually descended into chaos when the police deployed tear gas and water cannons on demonstrators.

The historic event has been partly credited for PR's record gains in Election 2008, when the opposition pact was swept to power in five states and won 82 parliamentary seats.

Adalah menjadi hasrat dan dasar kerjaan negeri PR Kedah yang selalu berperihatin juga kepada pendidikan pelajar pelajar dan sapertimana kita lihat sudah dua tahun berturut turut, telah menawarkan insentif wang sebanyak Rm 400.00 untuk mereka yang berjaya ditawarkan kursus Ijazah dan, Rm 200.00 untuk yang berjaya ditawarkan kursus Diploma di Instituisi Pengajian Tinggi Awam.
