Isteri Mati Ditembak 24 Das Oleh Polis Di Taman Sentosa, Klang

KLANG 31 JAN : Seorang pemandu lori mahu Polis Diraja Malaysia berterus terang dan menyiasat bagaimana isterinya, Pua Bee Chun, 22, mati dipercayai ditembak anggota mereka.

Bee Chun dipercayai mati ditembak ketika berada di dalam sebuah kereta di Jalan Bendahara, Taman Sentosa, Klang pada 18 Januari.

Menurut Foo Voon Kong, 27, isterinya dipercayai mati selepas ditembak dari belakang badannya. Kereta tersebut dipercayai ditembak sebanyak 24 kali.

Voon Kong mendakwa segala usaha untuk mendapat penjelasan daripada polis tentang bagaimana dan kenapa isterinya mati menemui jalan buntu.

Di dalam satu sidang media di sini hari ini, Voon Kong berkata kali terakhir beliau berjumpa dengan isterinya pada 5 petang pada hari kejadian sebelum isterinya keluar rumah.

Katanya, beliau menghantar sistem pesanan ringkas (SMS) menyuruh Bee Chun pulang untuk makan malam dan keluar ke pasar malam bersama kedua anak mereka.

"Bagaimanapun, beliau (isteri) kata tidak dapat pulang, apabila saya menghantar sms kali kedua bertanya dia dimana, isteri saya tidak membalas sms itu.

"Kira-kira jam 8.30 malam, saya menerima panggilan telefon dari rakan saya memberitahu beliau ternampak mayat isteri saya.

"Apabila saya sampai ditempat kejadian, saya lihat ramai orang awam dan polis, mayat isteri saya dibawa ke Hospital Tengku Ampuan Rahimah Klang.

"Doktor memaklumkan, isteri saya ditembak melalui belakang badannya," katanya di dalam sidang akbar di pejabat khidmat MP Klang.

Beliau mendakwa polis tidak menjalankan tugas mereka secara profesional dengan melulu menembak isterinya.

"Semua bukti seperti baju, kamera litar tertutup (CCTV) dan kereta yang dinaiki isteri saya diambil polis.

"Saya percaya isteri saya ditembak dengan 24 das tembakan berdasarkan kesan tembakan di pintu kereta dan bahagian belakang kereta," katanya.

Voon Kong menambah, beliau difahamkan isterinya ditembak ketika di dalam sebuah kereta jenis Waja bewarna perak bersama seorang lelaki yang merupakan kawannya.

Lelaki tersebut dipercayai ditahan polis dan satu laporan polis telah dibuat oleh Voon Kong pada 19 Januari lalu di Balai Polis Klang.

Sementara itu, MP Klang, Charles Santiago berkata kes itu merupakan yang ketiga berlaku selepas kematian pengawal keselamatan C Sugumaran dan kes Amirul Rasyid yang membabitkan polis.

"Kini, semua bukti berkaitan dengan pembunuhan hilang. Jika semua bukti ini tiada bagaimana hendak bawa kes ini ke mahkamah," katanya.

Selain itu, MP Puchong, Gobind SinghDeo  mahu polis menjalankan siasatan yang adil dan Perdana Menteri perlu campur tangan dalam kes itu.

"Polis tidak boleh menghukum mangsa dengan terus menembaknya, kini polis sudah tidak memberi perlindungan kepada rakyat."

Kecoh Peserta Protes IC Merah Dihalang Masuk JPN

Satu kekecohan berlaku di Jabatan Pendaftaran Negara (JPN) Pulau Pinang apabila polis cuba menghalang peserta protes yang memegang kad pengenalan (IC) merah daripada memasuki premis tersebut.

Kira-kira 30 pemegang IC merah dan keluarga mereka serta beberapa ADUN Pakatan Rakyat sebelum itu berkumpul di Jalan Larut pagi ini sebelum berarak ke pejabat JPN di Anson Road.

Kumpulan itu, yang diketuai Naib Presiden PKR, N Surendran, termasuk warga emas dan kanak-kanak yang gagal mendapatkan IC biru dari JPN.

Apabila mereka tiba di destinasi tersebut, kekecohan berlaku apabila polis cuba menghalang mereka memasuki pejabat JPN itu.

"Ini menyalahi undang-undang," kata Surendran.

Satu peserta protes itu menjerit "polis sabotaj kita!"

Ancaman ditangkap

Latheefa Koya dari Peguam NGO for Liberty berkata polis telah mengancam untuk menangkap mereka.

Mereka disertai ramai penyokong dan wakil rakyat Pakatan Rakyat seperti Sim Tze Tzin (Pantai Jerejak), Jason Ong (Kebun Bunga), dan Ng Wei Aik (Komtar).

Terdapat juga beberapa individu dengan IC hijau menyertai
perhimpunan tersebut.

Selepas pemimpin Pakatan berunding dengan pihak polis, kumpulan itu dibenarkan memasuki ke bangunan tersebut.

Mereka duduk di lobi dan menunggu untuk tindakan selanjutnya dari JPN.

Terdahulu, perarakan sejauhj 100 meter tidak mengganggu aliran trafik kerana polis dan anggota unit rondaan sukarela membantu mengawal lalulintas.

Mereka membawa sepanduk dengan slogan 'duduk' dan 'bantah' serta melaungkan "Hidup rakyat".

PKR: RM100 for Students ‘Cheap Gimmick’

PETALING JAYA: The RM100 cash handouts for school children is a ridiculous attempt by the ruling coalition to garner cheap votes, said an opposition leader.

PKR vice-president N Surendran called on the Indian community not to fall prey to such election gimmicks.

"Those who read the mainstream newspapers will notice that most of them showed Indian students receiving the aid.. .and one can clearly see that the government is targeting Indian votes," he added.
Surendran agreed that this was no coincidence and that Barisan Nasional knew how to "play their cards right".

"The majority of the Indian community live under the poverty line and the government has not done much to improve their condition… so they are using the school aid to paint a different picture," he added.



Previous media reports quoted parents expressing their gratitude to the government for the cash handouts and they hoped such generous acts would be forthcoming in the future.

In a previous article by FMT, Education Minister Muhyiddin Yassin was quoted as saying that such aid from the government would continue only if the people voted for the BN government in the upcoming election.

However, Surendran refused to believe Muhyiddin's claims, reiterating that it was only a "cheap election gimmick".

"It's a last minute attempt by the government to win back all votes, not just the Indian votes in particular.

"These handouts are a one-off and it's disappointing cause there are no long-term benefits. It's neither significant nor a permanent benefit for the people," he added.

Instead, he said that the government should concentrate their resources on improving facilities of schools and provide scholarships for bright students, regardless of race.

"We all know that Tamil schools are in the worst conditions ever, and why can't the amount that was used for the school aid be channelled to improve the state of these schools?" he asked.

Surendran said this in reference to the RM540 million that the government has allocated for the distribution of school aid.

Mahkamah Benarkan Bicara Rahsia Perjanjian Konsensi

SHAH ALAM 30 JAN : Isu samada perjanjian konsesi Syarikat Bekalan Air Syabas (Syabas) dan Kerajaan Selangor pada 2004 adalah rahsia kerajaan akan dibicarakan di peringkat Mahkamah Persekutuan.

Ini merupakan keputusan mahkamah tersebut hari ini terhadap permohonan yang dibuat oleh Gabungan Menentang Penswastaan Air (CAWP).

Pengerusi CAWP Charles Santiago berkata keputusan tersebut adalah satu langkah yang bagus yang akan memberikan peluang kepada orang ramai mengetahui butiran tentang 'projek kepentingan awam'.

Katanya, pihaknya akan menulis surat kepada pihak mahkamah supaya menetapkan satu tarikh untuk kes itu dibicarakan.

"Keputusan itu merupakan satu tindakan bagus kerana pihak mahkamah menyatakan bahawa Kerajaan Negeri mempunyai kepentingan.

"Jadi tidak ada asas untuk menteri tidak membenarkan pendedahan dokumen itu kerana laporan audit tidak pernah diklasifikasikan sebagai sulit di bawah Akta Rahsia Rasmi (OSA) 1972," katanya ketika dihubungi.

Sebelum ini, dilaporkan bahawa CAWP memfailkan permohonan meminta laporan audit dan perjanjian konsesi yang dimeterai Syabas dan Kerajaan Selangor pada 15 Disember 2004 diisytiharkan bukan sulit tetapi dokumen awam.

Mereka berhujah laporan audit Syabas menjadi asas kepada keputusan Kerajaan Persekutuan untuk menaikkan tarif air sebanyak 15 peratus di Lembah Klang pada 14 Oktober 2006.

Permohonan gabungan pengguna ini bagaimanapun ditolak Kementerian Tenaga, Air dan Komunikasi pada 4 Disember tahun yang sama atas alasan laporan audit dan perjanjian konsesi tersebut adalah sulit dan rahsia kerajaan Malaysia.

Pada 2011, Mahkamah Rayuan membatalkan keputusan Mahkamah Tinggi sebelum ini yang membenarkan responden mendapat akses kepada dokumen-dokumen tersebut.

Sekaligus, keputusan majoriti Mahkamah Rayuan itu menetapkan bahawa dokumen berkenaan tidak didedahkan.

Susulan daripada itu, CAWP memfailkan satu permohonan kepada Mahkamah Persekutuan untuk menimbang semula keputusan Mahkamah Rayuan tersebut.

CAWP terdiri dari Kongres Kesatuan Sekerja Malaysia dan 13 badan bukan kerajaan yang mewakili pengguna di Selangor, Kuala Lumpur dan Putrajaya.

Syabas Digesa Siasat Risalah Hentam Kerajaan Negeri

SHAH ALAM, 30 JAN: Kerajaan Selangor mahu satu siasatan dalaman dibuat berhubung isu pengedaran risalah mengkritik kerajaan negeri dalam isu air yang melibatkan Syarikat Bekalan Air Selangor (Syabas).

Menteri Besar, Tan Sri Abdul Khalid Ibrahim berkata, maklumat ini diperolehi hasil aduan rakyat dan risalah tersebut dikeluarkan tanpa persetujuan dan pengetahuan Ahli Lembaga Pengarah Syabas.

Hasil siasatan awal yang dilakukan mendapati, risalah itu dikeluarkan Pengarah Eksekutif Pembangunan Teknikal Syabas, Ir V Subramaniam.

"Sebagai pemegang saham Syabas, Kumpulan Darul Ehsan Berhad (yang dimiliki Kerajaan Selangor) mendesak supaya diadakan siasatan dalaman terhadap Subramaniam kerana bertindak melebihi kuasa yang dibenarkan," katanya dalam satu sidang media selepas Mesyuarat Exco.

Risalah-risalah tersebut mirip beberapa iklan yang dipaparkan di dalam akhbar Umno-BN minggu lalu yang mengkritik kenyataan Kerajaan Negeri.

Selain itu, Abdul Khalid dalam satu kenyataan media yang lain berkata Kerajaan Selangor dimaklumkan bahawa kejadian paip bocor kerap berlaku dan ini akan memberi kesan terhadap pembekalan air kepada rakyat.

"Kerajaan negeri akan memantau secara serius perkara ini demi menjaga kepentingan lebih lima juta pengguna di Selangor, Kuala Lumpur dan Putrajaya.

"(Supaya mereka) tidak terjejas dengan gangguan bekalan air akibat kegagalan Syabas menyelenggara paip dengan baik dan berkala," Abdul Khalid berkata.

Pada dua minggu terawal bulan ini, rakyat Selangor berhadapan krisis bekalan air yang menyaksikan setengah juta rakyat di Ampang, Cheras dan Gombak berhadapan masalah bekalan air.

Hasil campurtangan Kerajaan Negeri melalui Jawatankuasa Pemantauan Air Negeri Selangor, krisis bekalan air berjaya diselesaikan dalam tempoh singkat dan lebih awal daripada masa yang dijangkakan Syabas.

Menyampaikan Sumbangan Kerusi Roda Kepada Warga Emas

Selangor Mahu Ambil Alih Syabas

PETALING JAYA: Kerajaan Selangor telah menulis surat kepada Menteri Tenaga, Teknologi Hijau dan Air, Datuk Seri Peter Chin Kah Fui untuk memaklumkan akan mengambil alih perkhidmatan air daripada syarikat konsesi dalam tempoh 14 hari.

Kita berpegang kepada kenyataan Timbalan Perdana Menteri selaku Pengerusi Jawatankuasa Kabinet Mengenai Air, Tan Sri Muhyiddin Yassin di Sabak Bernam baru-baru ini yang menyatakan kerajaan Pusat tiada halangan untuk kerajaan Selangor mengambilalih perkhidmatan air, kata Menteri Besar Selangor, Tan Sri Abdul Khalid Ibrahim dalam kenyataan media hari ini.

"Justeru,  dalam surat tersebut kita telah memaklumkan bahawa pengambilalihan perkhidmatan industri air akan diteruskan dalam tempoh 14 hari sekiranya pihak kementerian tidak memberi sebarang maklum balas," katanya lagi.

Dalam perkembangan berkaitan, kata Abdul Khalid, kerajaan negeri mendapat aduan dari rakyat bahawa Syabas telah  mengedarkan risalah yang mengkritik kerajaan Selangor dalam isu air.

Katanya,  hasil dari siasatan awal yang kita lakukan didapati kenyataan Syabas tersebut telah dikeluarkan oleh Pengarah Eksekutif Pembangunan Teknikal Syabas, Ir V Subramaniam.

"Dengan ini Syabas mengeluarkan risalah ini tanpa mendapat persetujuan dan pengetahuan Ahli Lembaga Pengarah Syabas. Sehubungan itu, sebagai pemegang saham dalam Syabas, kerajaan Selangor mendesak supaya diadakan siasatan dalaman terhadap Subramaniam kerana bertindak melebihi kuasa yang dibenarkan," tambahnya.

Kerajaan Negeri Selangor juga telah dimaklumkan bahawa mutakhir ini berlaku kekerapan kejadian paip bocor yang memberi kesan terhadap pembekalan air kepada rakyat.

Kerajaan negeri Selangor akan memantau perkara ini dengan serius demi menjaga kepentingan rakyat dan memastikan lebih lima juta pengguna di Selangor, Kuala Lumpur dan Putrajaya tidak terjejas  dengan  gangguan bekalan air akibat kegagalan Syabas menyelenggara paip dengan baik dan berkala.

Malaysia Jatuh Ke Tangga 145 Dalam Indeks Kebebasan Media

KUALA LUMPUR, 30 Jan — Malaysia jatuh ke tangga yang rendah dalam Indeks Kebebasan Media Dunia 2013 ke tangga 145 dari 179 negara, menurun 23 anak tangga.

Malaysia pernah berada di tangga 122 dan 141 dalam indeks pada 2011/2012 dan 2010 yang dihitung oleh kumpulan Wartawan Tanpa Sempadan.

Menurut Wartawan Tanpa Sempadan, kejatuhan disebabkan oleh akses kepada maklumat "menjadi semakin terhad".

Laporan oleh kumpulan tersebut mengatakan kejatuhan rekod Malaysia disebabkan oleh usaha kerajaan berulang kali untuk menyekat maklumat.

Ia juga menyebabkan penurunan dalam kebebasan media negara dengan apa yang mereka gambarkan sebagai kempen menindas kerajaan, membangkitkan tentang tindakan pihak berkuasa dalam berhadapan dengan perhimpunan anjuran Gabungan Pilihan Raya Bersih dan Adil (Bersih) April lalu.

Tahun lalu, beberapa pengamal media menuduh polis menyerang mereka dan merampas peralatan kamera dan kad penyimpan data semasa perhimpunan 28 April.

"Disamping pertempuran habis-habisan oleh aktivis hak asasi dan media internet, kempen penindasan oleh kerajaan, yang digambarkan dengan tindakan keras terhadap protes 'Bersih 3.0'pada April, dan usaha penapisan berulang, terus melemahkan kebebasan asas, khususnya hak untuk mendapatkan maklumat," tulis Wartawan Tanpa Sempadan dalam laporannya.

Negara jiran Thailand dan Indonesia kedua-duanya mengalahkan Malaysia masing-masing di tangga 135 dan 139.

Negara Asia Tenggara lain seperti Filipina, Singapura, Laos dan Vietnam, masing-masing berada di tangga 147, 149, 168, dan 172.

Game of ‘Sabotage 24/7′ in Selangor

In a slick and covert mission, some smooth operators have managed to shoot up the numbers of the Selangor electoral roll by adding as many dubious voters as possible in order to subvert the vote of genuine Selangorians.

Appended below is the information on the increase of dubious voters in these Pakatan Rakyat-held parliamentary seats. The information is obtained from PAS' Harakah daily dated Jan 25 to 27, 2013:

This underhand operation to negate the vote of genuine Malaysian citizens reveals the desperation of those who want to win at all costs so much so that they are willing to sell out the nation's rights.

In the process, they do not give two hoots about altering the nation's demographics or jeopardising the lives and livelihood of ordinary citizens.

The situation will be difficult for us citizens if we do not do something about these dubious voters (most of whom are foreigners with MyKad) and if we do not take pro-active action on polling day.

Pakatan leaders have already made countless police reports and filed countless complaints with the Election Commission (EC) but to no avail. The relevant authorities are just not concerned and have turned a blind eye to these reports and complaints.
 
Other problems as well

Besides the electoral roll problem, the water problem in Selangor is also an attempt to strike at Pakatan by victimising Selangorians.

"If the water pumps are spoilt, then just get them repaired. What has it got to do with the building of the Langat 2 dam? BN is talking nonsense by linking the water pumps problem with the dam," said PAS Pokok Sena MP, Mahfuz Omar.

Even the collection of rubbish in Selangor has been sabotaged. It is the game of "Sabotage 24/7" to halt the smooth running of the Pakatan Selangor government's administration.

Therefore from the Selangor situation we can see BN's game in attacking Pakatan and the citizens as a whole.

This means that all genuine Malaysians (regardless of whether we are voting or not) must be ready to serve the nation on polling day. It only takes one day to change the course of history.

And Pakatan needs all men and women of goodwill to monitor all the roads leading to the polling centres on polling day from the break of dawn to dusk. The rakyat should also gather outside the vote-counting centres to deter any extra ballot boxes from being brought in or other types of hanky-panky.

Chaos and hooliganism can also be prevented due to the strength of the rakyat.

This is the only chance for all ordinary citizens. Otherwise, BN will win again as it is in control of the EC and the National Registration Department (NRD).

There needs to be a massive force ushering in this change in history. The role of civil society is most needed to negate the efforts and effects of the phantom voters.

Therefore, civil society must act. There has to be a stop to all this victimisation of the rakyat, plundering of the nation's coffers and robbing of the citizens' rights via the giving of instant citizenships to unskilled or low-skilled foreign labour or aliens who had landed on our shores via the porous borders.

Gerrymandering game

It is already an uphill battle as the extremely dirty electoral roll coupled with gerrymandering of parliamentary and state boundaries work in favour of the ruling government.

The omission or transferring out of genuine Malaysian voters' names without the voters' knowledge or consent is another dirty tactic done with a lame excuse.

In addition, the EC has more than doubled its workers from 100,000 to 240,000 and these are the people who will be voting earlier.

The "pondok panas" to monitor voters have seen an increase in its distance from 50 metres to 100 metres from the polling centre and in the polling centre itself, the party representative has to face the voter's back – all these are measures put in place by the BN federal government to make it difficult for Pakatan's people to identify the "foreign" voters.

The rogues are therefore doing anything and everything, manipulating to the hilt to stay in power.

Petugas PR Jangan Tinggalkan Pusat Undi, Penipuan Akan Berlaku

KUALA LUMPUR, 30 JAN: Petugas pilihan raya Pakatan Rakyat (PR) diingatkan supaya tidak meninggalkan pusat pengundian sehingga proses pengiraan undi selesai bagi menghalang sebarang penipuan yang bakal dilakukan pada Pilihan Raya Umum Ke-13 (PRU-13).

Peringatan tegas ini disuarakan Presiden PKR Datuk Seri Dr Wan Azizah Wan Ismail yang percaya kerja-kerja penipuan sudah pastinya dirancang pihak tidak bertanggungjawab dalam usaha menyekat kemenangan PR ke Putrajaya.

Mengimbau suasana pengiraan semula undi pilihanraya di Parlimen Permatang Pauh pada tahun 2004 katanya, perkara ini perlu dijadikan pengajaran selain iktibar daripada kisah pejuang Islam dalam Perang Uhud.

"Semua perlu berhati-hati, jangan bagi penipuan berlaku lagi dalam PRU kali ini.

"Ahli parti jangan tinggalkan 'post'. Pastikan ikut peti undi bagi mengelakkan penipuan," katanya pada Majlis Makan Malam sempena Kutipan Dana Pilihanraya Umum Ke-13 (PRU-13) anjuran PKR Lembah Pantai.

Semasa pengiraan undi pada PRU-11, Dr Wan Azizah yang bertanding di kerusi parlimen Permatang Pauh mula-mula kalah dengan majoriti tipis kepada calon Umno-BN Datuk Pirdaus Ismail.

Tetapi selepas pengiraan semula dibuat, Dr Wan Azizah menang dengan majoriti 590 undi.

Lebih Ramai Wanita Sebagai Menteri, Timbalan Menteri Apabila PR Mentadbir Negara

KUALA LUMPUR, 30 JAN: MP Kota Raja, Dr Siti Mariah Mahmud berharap agar penglibatan wanita di peringkat kementerian dapat dipertingkatkan selepas Pakatan Rakyat (PR) berjaya membentuk kerajaan di Putrajaya.

Gesaan ini dilontarkan ekoran perhatian kecil yang diberikan kini oleh pentadbiran Umno-BN sehinggakan Perdana Menteri, Datuk Seri Najib Razak terpaksa memangku jawatan Menteri Wanita, Keluarga dan Pembangunan Komuniti.

Menurutnya, perlaksanaan tidak menyeluruh yang diamalkan kerajaan kini mengakibatkan beberapa perkara dibuat tanpa memikirkan mengenai wanita.

"Apabila menang di Putrajaya salah satu cadangan saya setiap kementerian perlu ada wanita sama ada jawatan menteri atau timbalan menteri.

"Ini kerana untuk memastikan agenda wanita yang kita rancangkan bersama dapat dilaksanakan," katanya.

Dr Siti Mariah berkata demikian ketika berucap pada Majlis Makan Malam sempena Kutipan Dana Pilihanraya Umum Ke-13 (PRU-13) anjuran PKR Lembah Pantai semalam.

Agenda Wanita Malaysia yang diperkenalkan Wanita Pakatan Rakyat pada April tahun lalu mengariskan beberapa inisiatif yang bakal dilaksanakan apabila PR berjaya mentadbir negara.

Antaranya adalah caruman berjumlah RM 50 sebulan atau RM 600 setahun untuk golongan suri rumah yang berpendapatan isi rumahnya kurang daripada RM 1,500 sebagai simpanan masa depan.

Selain itu, satu Suruhanjaya Anti-Keganasan Rumah Tangga bakal ditubuhkan bagi melindungi golongan wanita yang sering menjadi mangsa keganasan rumah tangga.

Sementara itu, MP Lembah Pantai, Nurul Izzah Anwar menegaskan, penglibatan wanita penting dalam arena politik negara dalam usaha membawa perubahan kepada Malaysia.

"Kenapa wanita perlu bersama (dalam membawa perubahan)?

"Kita mahu membina Malaysia yang lebih selamat, baik dan untuk rakyat. Bukannya kroni," ujar Nurul Izzah.

Tambah Nurul Izzah, komitmen yang dibawa oleh PR bukan sahaja ingin memacu negara ke arah lebih baik malah terus mempertahankan hak wanita.

Majlis makan malam yang berlangsung di Dewan Himpunan Cina Selangor-Kuala Lumpur turut dihadiri Presiden PKR, Datuk Seri Wan Azizah Wan Ismail, MP Seputeh, Teresa Kok dan Exco Selangor, Elizabeth Wong.

Hadirin turut dihiburkan dengan penampilan khas penyayi terkenal negara Aishah.

The cat is out of the bag. Despite vows of being able to retain the federal government with two-thirds of the seats in Parliament, Prime Minister Najib Razak is staring at stark defeat.

According to political sources, a survey conducted by a special government intelligence unit showed Najib’s Umno-Barisan Nasional coalition trailing far behind the Pakatan Rakyat led by Anwar Ibrahim with only 98 seats to the Opposition’s 124.

Anwar and PR are expected to win 10 seats in the Federal Territories, 10 in Johor, 11 in Kedah, 12 in Kelantan, 18 in Perak, 17 in Selangor, 1 in Terengganu, 1 in Malacca, 3 in Negeri Sembilan, 5 in Pahang, 0 in Perlis and a total of 25 in Sabah and Sarawak.

“This is a real eye-opener for the big-wigs in Umno. It is no wonder Najib and Mahathir are now so panicky in their response to issues that crop up. They cannot afford to make any mistake at this stage,” Zulkefly Othman, secretary of the security council in Anwar’s PKR party, told Malaysia Chronicle.

RM5mil going rate to “buy over” a PR candidate

Zulkefly, who is also the head of strategy for the PKR Malacca division, expects the going to get “really rough and dirty” in the weeks ahead, with vote-rigging, Opposition-bashing and an avalanche of “election goodies” to deluge the nation as the Umno-BN struggled to retain its 55-year stranglehold on power.

He warns that BN has intensified its lures to Opposition candidates to defect, a threat that he said the PR leadership must beware of and put at the top of its list of electoral risks.

“The going rate is now RM5 mil for a PR candidate and going closer to the GE, we can expect this number to increase. The BN will surely play very dirty and the PR leadership must find ways to counter this,” said Zulkefly.

“To me, this is even more dangerous than the vote-rigging and padding of the electoral rolls. So in choosing their contestants, the top PR leaders must be wise. They must have a plan to prevent this sort of unethical defection and the best way is to recruit only those who are truly sincere and have iron-cast principles. Those who are thick-skinned and not ‘malu’ (shy) to jump ship should not be considered,” Zulkefly said.

Nervous Najib might again delay GE13

Indeed, the nervousness displayed by Umno-BN leaders is visible. Former premier Mahathir Mohamad has been making a return to the limelight in a bid to rally support from the key Malay electorate and even Deputy Prime Minister Muhyiddin Yassin has promised the BN may make permanent a cash aid scheme it recently announced so as to get the people to retain the political status quo.

"We don’t want to see such aid be a one-off payment. It should be disbursed on a long-term basis. I believe the Prime Minister will look into BR1M (1Malaysia People’s Aid) as a programme that should be continued. I am sure that it will be continued on a long-term basis when the rakyat (people) retains Barisan as the Federal Government," theStar newspaper reported Muhyiddin as saying after distributing RM100 cash vouchers to students of five schools last week.

However, it may be too late for the BN. No matter what late-hour strategy Najib pulls, many political observers and pundits are of the view that the people will plumb for change, disgusted and fed-up with the rampant and endemic corruption in the BN government.

According to Zulkefly, Najib might use the latest survey to once again delay the GE13. The latest hint coming from those in the PM’s camp are that he will dissolve Parliament on Feb 22, post nominations on Mar 16, with balloting on Mar 30.

“We won’t be surprised. Najib may wait for Parliament to automatically dissolve on April 28 to buy himself and the BN more time. But there is no guarantee they can win back the people. I would say Malaysians are already very annoyed by the delay so far. They have made up their minds and want to vote. If Najib continues to dilly-dally, it will only irritate them more,” said Zulkefly.

Market sell-off, investors wearied by prolonged uncertainty

Even investors are betting on a regime change and recently sold off in anticipation that hardliners in Najib’s party might create unrest if they lost. The benchmark stock market index FBM KLCI suffered its steepest one-day fall in 8 months last week, plunging 40.81 points and losing RM35billion in market capitalization amid speculation Najib would dissolve Parliament on February 22.

“Why must the entire nation- yes all of us – from corporate sector making investment decision to citizens wanting to plan weddings or umrah trip, be subjected to this vagaries of an election date?” asked Dzulkefly Ahmad, the MP for Kuala Selangor who also heads the PAS Research Centre.

In the country’s coming 13th general election, 222 seats in the federal Parliament and 505 state assembly seats in 12 states (excluding Sarawak which held its state assembly election in 2011) will be contested.

In the 2008 election, PR had won 82 seats vs BN’s 140, denying for the first time the Umno-BN government its long-held two-thirds control of Parliament, which allows it to hammer through key changes to the Federal Constitution, the country’s highest law.

In the 2004 election, PR had only managed to win 21 vs BN’s 198. At that time, there were only 219 parliamentary seats were up for contest. Three new seats were created only in the 2008 election – Igan, Sibuti and Limbang in Sarawak.

Datuk Seri Anwar Ibrahim berkata, wasatiyyah Najib Razak gagal menepati konsep sebenar kerana membiarkan rakyat hidup menderita ketika pemimpin Umno BN rakus membolot khazanah negara.

"Wasatiyyah bukan naikkan harga gula dengan alasan atasi penyakit kencing manis atau biar tauke balak bolot kekayaan angkut keluar hasil hutan tapi rakyat dinasihat hidup sederhana.

"Bukan wasatiyyah apabila anak Raja Nong Chik (Zainal Abidin) dapat kontrak RM40 juta,  anak Shahrizat Jalil gaji sebulan RM30,000, anak Jamaluddin Jarjis kontrak RM100 juta, anak Mahathir (Mohamad), Mokhzani kawal minyak melalui Kenchana Petroleum dan Mirzan pula kuasai syarikat arak terbesar San Miguel yang dibeli RM2.9 bilion.

"Tetapi wasatiyyah adalah usaha pertahankan prinsip kebenaran dan keadilan melalui iman, ilmu dan akhlak seperti yang terkandung dalam Al-Quran," jelas Ketua Umum KEADILAN depan lebih 5,000 rakyat pada Ceramah Jelajah Merdeka Rakyat di Kampung Perak, Temoh Stesen, di sini, malam tadi.

Anwar berkata, Rasulullah diutus Allah sebagai rahmat untuk redakan ketegangan sesama manusia, bukan untuk bergaduh, mengugut atau mengancam penganut agama lain sehingga bertindak membakar Bible seperti dilakukan Pertubuhan Peribumi Perkasa Malaysia (Perkasa).

"Punca kemuliaan Nabi Muhammad bukan dari pangkat kekuasaan, keturunan sebagai bangsa Quraisy atau rupa paras tetapi mulianya Baginda kerana akhlak.

"Pada peribadi Baginda ada contoh terbaik dan itulah yang wajib diamalkan dalam politik," katanya.

Dalam pada itu, beliau menempelak AES (Sistem Penguatkuasaan Automatik) yang bebankan hidup rakyat dan gagal atasi masalah sebenar jalan raya.

"Sepatutnya gaji pegawai berkuasa yang berpenat lelah jaga lalu lintas dinaikkan, bukan buat projek penguatkuasa dan beri kepada kroni.

"Sekarang 400,000 saman dikeluarkan dan kerajaan beri BR1M (Bantuan Rakyat 1Malaysia) untuk bayar saman RM300. Sebab itu kita tekad, Pakatan Rakyat tawan Putrajaya, AES kita batalkan," ujarnya.

Beliau pertikai kegagalan pemimpin Umno memberi kelebihan kepada rakyat melalui gaji minima, pendidikan percuma dan menawarkan harga minyak rendah dengan alasan negara akan bankrap.

"Malaysia memiliki khazanah yang banyak untuk ringankan beban rakyat dengan hasil minyak sahaja RM80 ribu juta, hasil kelapa sawit cecah RM80 ribu juta setahun dan ini cukup untuk beri pendidikan percuma.

"Ini maksud sebenar merdeka bila semua hak rakyat dapat dipulangkan untuk kehidupan lebih terjamin," katanya.

Once a Pushover, Pakatan Sniffs Power

After bloodying the government’s nose in 2008 elections, a more experienced and organised opposition is eyeing the once-unthinkable: toppling one of the world’s longest-serving governments.

Malaysians vote soon with the formerly hapless opposition buoyed by a new track record of state-level government, signs of growing voter support, and what its leader Anwar Ibrahim calls a sense of history in the making.

“I am convinced, insya Allah (God willing), that we will win government,” Anwar told AFP, evoking the winds of change that powered the “Arab Spring” elsewhere in the Muslim world.

“Of course we call it a ‘Malaysian Spring’, but our method is elections (not uprisings).”

Prime Minister Najib Abdul Razak is expected to call a fresh vote in weeks, pitting his Malay-dominated Barisan Nasional (National Front) coalition against Anwar’s multi-ethnic opposition alliance Pakatan Rakyat (People’s Pact).

The 57-year-old ruling bloc enjoys deep pockets, mainstream media control, an electoral system the opposition says is rigged, and a record of decades of economic growth under its authoritarian template.

Few expect the opposition to win the 112 parliamentary seats needed to take power. The three-party alliance won 82 seats in the 2008 polls, up from 21, stunning the BN with its biggest-ever setback.

But speculation is rife that Pakatan could win enough in the polls – which must be held by late June – to lure ruling coalition defectors and form a government.

“Before this year, many were in denial about Pakatan’s potential. Today, we see society beginning to accept that the possibility (of a BN defeat) is real,” said Wan Saiful Wan Jan (left), who runs the independent Malaysian think tank Ideas.

The country’s stock market has trembled recently over the uncertainty as opinion polls suggest the vote will be tight. One recent survey put Najib and Anwar neck-and-neck as prime ministerial candidates.

In a January 12 show of force, the opposition held a rally that drew close to 100,000 people, paralysing much of the capital Kuala Lumpur in one of Malaysia’s biggest-ever political gatherings.

“I think it’s very close, and the party that makes the least mistakes will be the party that wins,” said Ambiga Sreenavasan, head of Bersih, an NGO coalition that has organised large public rallies for electoral reform.

Pakatan attacks the ruling coalition, and particularly its dominant partner the United Malays National Organisation (Umno), as corrupt, repressive and lacking a long-term vision for Malaysia.

Anwar says Pakatan would end authoritarianism and free the media.

BN could lose 20 more seats

It would lure foreign investment by attacking rampant graft and reforming the system of preferences for Malays that is blamed for harming national econonomic competitiveness and stoking resentment among minority Chinese and Indians.

“The people are committed to reform. There is a legitimate expectation among the public for them to see that reforms do take place,” Anwar said.

Anwar, who was acquitted a year ago on sodomy charges he called a bogus Umno attempt to ruin him politically, has been integral to the opposition’s revival.

The former BN heir-apparent’s spectacular 1998 ouster in a power struggle with then-premier Mahathir Mohamad gifted the opposition a charismatic leader with top government experience to rally around.

The loose alliance of 2008 is stronger today, having since agreed on a common manifesto, and has shown it can govern in four states won five years ago, the most ever in opposition hands. Malaysia has 13 states.

“Cooperation between the parties is much stronger than 2008. They have done more to prepare the ground for new voters,” said leading political pollster Ibrahim Suffian.

Concerns linger over Pakatan’s ability to govern nationally.

Besides Anwar’s multi-racial PKR (People’s Justice Party), it includes PAS (Pan-Malaysian Islamic Party) representing Muslim ethnic Malays, and the secular DAP (Democratic Action Party) dominated by ethnic Chinese.

PAS’s calls for an Islamic state are a source of alliance squabbling, but Anwar dismisses any concern, saying PAS realises the goal is a non-starter in the diverse nation.

Economists, meanwhile, warn that populist Pakatan promises such as free primary-to-university education could sink Malaysia into debt, while noting ever-larger public handouts by Najib’s government also posed a risk.

Najib took office in 2009 and has portrayed himself as a reformer but surveys suggest BN is still viewed as a corruption-plagued, status-quo force.

Eroding minority support, particularly Chinese, that hurt the coalition in 2008 appears to be accelerating, independent polls show, while first-time voters estimated to number up to three million are a question mark.

One top Umno official told AFP that party officials fear the coalition could lose 20 more seats – it now has 140 – raising the spectre of a Pakatan power play.

“All said, Najib still has the advantage, but an opposition victory is clearly possible,” said Bridget Welsh, a Southeast Asian politics expert at Singapore Management University.
