Kerajaan Persekutuan Perlu Terima Tawaran Kerajaan Negeri Untuk Tubuhkan Pasukan Polis Bantuan
YAB Menteri Besar Selangor, Tan Sri Abdul Khalid Ibrahim menghantar surat kepada YB Menteri Dalam Negeri, Dato' Seri Hishammuddin Tun Hussein semalam yang meminta pihak kementerian mempertimbangkan permohonan Kerajaan Selangor untuk Menubuhkan Pasukan Polis Bantuan.
Surat ini adalah yang kedua dihantar YAB Menteri Besar selepas surat pertama yang dihantar kepada YAB Timbalan Perdana Menteri dan salinannya dihantar kepada YB Menteri Dalam Negeri pada Julai tahun lepas, tidak mendapat sebarang maklum balas.
Dalam surat kepada YB Menteri Dalam Negeri itu, YAB Menteri Besar menyatakan kebimbangan Kerajaan Negeri terhadap kadar jenayah yang semakin meningkat sehingga menimbulkan kebimbangan serius di kalangan rakyat Selangor, serta mengulangi hasrat kerajaan negeri untuk mengambil langkah konkrit demi menangani masalah ini.
"Saya menulis kepada YB Menteri Dalam Negeri supaya hasrat Kerajaan Selangor untuk menubuhkan Pasukan Polis Bantuan menjadi kenyataan. Keselamatan rakyat adalah keutamaan kerajaan negeri, dan tiada alasan munasabah mengapa kerajaan Persekutuan harus menolak tawaran kami untuk menyumbang sumber tenaga dalam usahasama menjaga keselamatan rakyat," kata Menteri Besar.
Kerajaan Selangor pernah memohon kepada Kementerian Dalam Negeri untuk menubuhkan Pasukan Polis Bantuan dan Majlis Bandaraya Petaling Jaya (MBPJ) menjadi perintis, tetapi ditolak dengan alasan anggota polis mencukupi untuk mengawal keselamatan.
Bagaimanapun, dua kes yang terbaru di mana dua pegawal keselamatan ditetak di Damansara Perdana serta kes wanita hamil yang ditampar dan dirompak jelas membuktikan perlunya ada pasukan keselamatan tambahan untuk membantu polis mengawal keselamatan dan mencegah kejadian jenayah.
Niat Kerajaan Selangor ini murni iaitu menyediakan pasukan keselamatan bagi membantu dan melengkapi rutin harian anggota polis, bukannya mengambil alih tugas penguatkuasaan pasukan polis. Dengan peningkatan bilangan pasukan keselamatan yang diberi tugas rondaan dan pencegahan jenayah, keselamatan rakyat dapat dipertingkatkan.
"Kerajaan Selangor komited untuk menubuhkan Pasukan Polis Bantuan ini dengan hasrat menyediakan persekitaran kehidupan yang aman selaras dengan misi Kerajaan Negeri menjadikan Selangor sebagai negeri idaman, tenteram dan berkebajikan," kata Menteri Besar.

Police can use "reasonable" force in dispersing an illegal assembly, ruled a sessions court judge when dismissing a civil suit brought by three participants against the Malaysian government, the Royal Malaysian Police and several others for police brutality. It was one of three reasons given by Bandar Baru Bangi Sessions Court judge Mohammed Mokhzani Mokhtar today in the civil suit filed by Kajang municipal councillor Tan Boon Wah, and two brothers, Ho Chee Loong and Ho Chee Hui. The three were seeking damages for alleged police brutality inflicted on them when they participated in a 2007 protest over a barrier built by highway concessionaire Grand Saga Sdn Bhd. Others named in the suit are then-Kajang OCPD ACP Rosli Mohd Nizam, police lance-corporal Azman Atan and several IPD Kajang policemen.
The protest, participated by 40 people, was one of several by Bandar Mahkota Cheras residents against the concessionaire between 2006 and 2008 over a three-foot tall concrete barrier blocking a slip road to their township, and forcing residents to use the highway to enter and exit the area. The road was finally opened in May 2008.
Speaking to the media after the judgment, counsel Lim Lip Eng gave the three grounds for the dismissal of the suit, which saw 12 witnesses after it was first filed on Oct 15, 2007 and closed last November. "The judge ruled that that indeed there was a illegal assembly by the residents, and that the residents who took part in the illegal assembly refused to obey the instructions from authorities, especially the police. "So, as a result, the police had to take necessary action by using reasonable force on them," said Lim, who added that the plaintiffs have one month to appeal. He also pointed out that despite many arrests, criminal charges had yet to be made against any participant in the protests.
Meanwhile, Chee Loong said that despite losing, he felt proud of his actions. "I feel proud as our road is now open. I tell the rakyat that if there is a problem, we must be brave to stand up and claim our rights," he said.
However, Tan, who is also Mahkota Cheras Free Access Road Action Committee president, expressed disappointment with the decision. "We had video evidence showing the two brothers being beaten by a police officer. But the court decided in favour of the government. "I wish to stress that the constitution says Malaysians have fundamental freedoms, and we can have peaceful assemblies," said Tan, adding that they had brought no weapons that day, and the police did not give them time to disperse.
National Economic Advisory Council member Zainal Aznam Mohd Yusof revelations that Perkasa can censor key provisions in the NEM’s such as proposing an equal opportunities commission, political reforms and a performance-based system. Speaking yesterday at a forum in Kuala Lumpur, Zainal Aznam added that listening to Perkasa meant that the cabinet had failed the test on reforms.
He added that “This was the government’s litmus test and at this time, I have to say that there is no political will." What difference is BN from Perkasa when Perkasa can exercise such strong influence to completely sabotage the NEM?
Zainal also said that the appointment of former Negri Sembilan Menteri Besar Tan Sri Mohd Isa Abdul Samad as Felda chairperson sends the wrong signals in reference to Mohd Isa’s track record of graft. UMNO had barred Isa from contesting in the UMNO elections in 2005 for being involved in money politics. Former Tourism, Arts and Culture Minister Abdul Kadir Sheikh Fadzir also criticized the worsening state of corruption in Malaysia in the same forum.
The failure to act and resolve several corruption scandals involving MIC such as the MAIKA scandal, MCA's Port Klang Free Trade Zone scandal and UMNO's RM52 billion bumi shares scandal that 'disappeared" instead of being given to poor Malays/bumis. Worse, is the biggest scandal reported by the US-based financial watchdog Global Financial integrity (GFI) that illegal money outflows from Malaysia for the period 2000-2008 topped US$291 billion or RM888 billion!
RM888 billion in only 9 years is a huge sum by any measure, and more than four times our 2011 National Budget. If RM888 billion was given to 27 million Malaysians, each man woman and child would receive nearly 33,000/- each over 9 years. The refusal of BN to come clean will not only cause greater losses in the future, there is a possibility that the country may even go bankrupt by 2019 as Minister in the Prime Minister's Department Datuk Seri Idris Jala had warned.
The failure by these so-called independent groups such as Perkasa to demand stern action against corruption only proves that they are supporting BN to prevent any changes that will threaten the politics of patronage and cronyism. By supporting Perkasa's successful sabotage of the NEM, UMNO and BN has shown once again that 1Malaysia is an empty slogan that will not embrace the future with hope but serve to withdraw us into the past with fears and threats.
