PETALING JAYA, 6 Feb — Pakatan Rakyat akan wujudkan Jawatankuasa Terpilih dari kalangan ahli parlimen yang mempunyai kepakaran bersabit hal pertahanan negara bagi mengelak ketirisan dan rasuah, kata Pengarah Strategi PKR Rafizi Ramli.

Beliau berkata, penyelewengan yang berlaku melalui pembelian senjata adalah pembaziran terbesar, dan akan diperbetulkan pentadbiran Pakatan Rakyat (PR) jika menang dalam pilihan raya umum akan datang.

Beliau membidas kenyataan Menteri Pertahanan Datuk Seri Dr Ahmad Zahid Hamidi, yang menyalahkan kaedah penentuan Indeks Anti Rasuah Pertahanan yang digunakan oleh Transparency International, dan menurut Rafizi, menunjukkan kuatnya tentangan dari pemimpin tertinggi Umno terhadap langkah-langkah membanteras rasuah.

"Salah satu punca Transparency International memberi penarafan sedemikian kerana tiadanya jawatankuasa di peringkat Parlimen yang dipertanggungjawab menyemak dan memastikan strategi pembelian senjata adalah telus dan tidak membabitkan rasuah.

"Pendirian PKR bahawa penyelewengan melalui komisen, rasuah dan pembelian tidak bermutu adalah satu pembaziran terbesar yang akan diperbetulkan Pakatan Rakyat, untuk itu, pandangan membina Transparency International mengenai perkara-perkara pokok perlu dititikberatkan oleh Pakatan Rakyat," kata Rafizi dalam sidang media di ibu pejabat parti hari ini.

Antara perkara pokok yang ditimbulkan oleh Transparency International ialah tiadanya jawatankuasa selia di peringkat Parlimen, yang dipertanggungjawab untuk menyemak dan memastikan strategi pembelian telus dan tidak melibatkan rasuah, pembelian persenjataan yang ditentukan oleh kelompok kecil serta Akta Rahsia Rasmi yang menyekat maklumat, menyebabkan rakyat tidak boleh menilai pembelian senjata kerana ketiadaan maklumat.

Menurut Rafizi, pembelian senjata dibuat secara rahsia dan ditentukan oleh kelompok kecil, dan biasanya bukan ditentukan oleh jeneral, sebaliknya menteri tidak seharusnya berlaku kerana jeneral adalah pakar yang mana senjata lebih baik untuk negara.

"Apabila Pakatan Rakyat memerintah, kita akan pastikan jeneral-jeneral yang pakar dalam bidang pertahanan akan berada dalam Jawatankuasa Terpilih parlimen, seperti yang diamalkan oleh negara-negara Barat yang lain," kata Rafizi.

Semalam, Ahmad Zahid membidas laporan Transparency International UK, yang memberi penarafan "D-" Kementerian Pertahanan  dengan mengatakan laporan tersebut sebagai "berat sebelah".

Menteri Pertahanan itu berkata, laporan tersebut dilaporkan dalam keadaan berbeza-beza, dengan beliau membandingkan negara ini dengan laporan dikeluarkan badan tersebut untuk Kementerian Pertahanan Singapura.

Menurut Rafizi, setiap negara memang mempunyai perbezaan, seperti perbezaan fungsi jabatan atau cara pengurusan, namun perkara asas ialah ketelusan serta sistem yang tidak korup diambil kira.

"Walaupun saya tidak tahu metadogi (cara) mereka membuat pernilaian, tetapi perkara seperti ketelusan, sistem yang tidak korup serta wujudnya perkara seperti Jawatankuasa Selia Terpilih, ini bagi saya yang perlu dititikberatkan," kata Rafizi.

Dalam laporan tersebut, Malaysia diletakkan dalam penarafan "D-", sama seperti negara-negara seperti Bangladesh, Pakistan, China, Rusia, Kazakhstan dan Jordan.

Laporan Government Defence Anti Corruption Index yang dikeluarkan Transparency International UK itu melakukan kajian antara Julai 2011 hingga November 2012, mengkaji kementerian pertahanan di 82 buah negara.

Australia dan Jerman menduduki dua tangga teratas dengan menerima penarafan "A", manakala Korea Selatan dan Taiwan yang tertinggi dalam negara-negara Asia dengan mendapat penarafan "B", sementara Jepun mendapat penarafan "C".

Dari kalangan negara ASEAN pula, Singapura dan Thailand menduduki tangga teratas dengan mendapat "D+", sementara Filipina dan Indonesia di bawah Malaysia dengan mendapat penarafan "E".

Deepak: Police Intimidating Me

PETALING JAYA: Deepak Jaikishan has accused policemen of working "in synergy" with the Malaysian Anti Corruption Commission (MACC) to stop him from implicating Prime Minister Najib Tun Razak in the 2006 murder of Altantuya Shaariibuu.

The controversial businessman told reporters today he suspected they were receiving "instructions from above" to pressure him from disclosing all he knew regarding the premier and his family.

He cited as example his latest appointment with the MACC on Jan 25, in which the police had allegedly disrupted him as he was recording his statement over P Balasubramiam's second statutory declaration.

"I was in the middle of writing out my statement. I had only completed two pages when the police called me up. They were in my office and wanted me to go over to the Jalan Duta Court Complex immediately to give evidence under Section 111A," recalled Deepak.

Deepak said he had asked the presiding MACC officer to explain to the policeman over the phone that he was in the middle of recording his statement, but the officer refused.

"He said 'no, we cannot talk to him, but you go, then you come back again.' So I know the MACC and the police are all in synergy. They want to stop me from continuing with my statement," he said.

Deepak claimed that when he arrived in court, he was then told by the police to go to the Jalan Duta ACP's house in Bangsar to record a statement regarding what he knew of Altantuya's murder.

There, he said, he was met by the ACP and proceeded to record his statement for four hours before finally returning home at 11pm.

"It was all done in a cloak and dagger style to intimidate me," claimed Deepak.

According to Deepak, that wasn't the first time the MACC had attempted to undermine his efforts to "reveal the truth".

He said that during his first appointment with the MACC on Jan 18, the officers had refused to look through all the documents he had brought.

He also said that while he was in Putrajaya for that appointment, several people went to his office to create a "ruckus".

"I had to go back to the office, then went to Putrajaya and recorded my statement with MACC that lasted half an hour."

Pressure from all sides

Deepak said he was now under duress from all quarters, and was receiving "love letters" from various government agencies such as the customs department relating to cases dated back from 2000.

"They tell me all these cases will come to me in February, by sheer coincidence," Deepak added sarcastically. "I know the tactics they are employing."

He said that even Boustead Holdings' takeover of his company, Astacanggih, was a form of intimidation so that he'll drop his lawsuit against Putrajaya for an alleged breach of agreement over land in Bukit Raja, Selangor.

Deepak accused Najib of ordering Boustead, which is a unit of Lembaga Tabung Angkatan Tentera (LTAT), to purchase the 80% stake in his company.

"I was there when the chairman of Boustead received a phone call from Najib ordering him to buy my company. And I had no choice but to sell it because otherwise my bank would issue a foreclosure notice."

But instead of frightening him into silence, Deepak said that the intimidation tactics had emboldened him.

"Their tactics are not working in their favour. In fact, now I want to take the platform of asking the Attorney General for witness protection," said Deepak.

Deepak, once a close associate of Najib's wife Rosmah Mansor, had previously alleged that he paid a substantial sum of money to the premier's family to be a party in a defence project deal headed by Selangor Wanita Umno chief Raja Ropiaah Raja Abdullah.

The businessman also claimed that Rosmah had asked his help in persuading Balasubramaniam to repudiate his first statutory declaration implicating Najib in Altantuya's murder. But Najib dismissed Deepak's allegations as untrue.

Deepak Dakwa Najib Arah Boustead Beli Syarikatnya

Saudagar karpet Deepak Jaikishan mendakwa Perdana Menteri Datuk Seri Najib Tun Razak merupakan individu yang bertanggungjawab mengarahkan Boustead Holding untuk mengambil alih kepentingan dalam syarikatnya, Astacanggih Sdn Bhd.

"Arahan diberikan daripada Datuk Seri Najib kepada pengerusi Boustead secara langsung. Saya tahu perkara ini, sebab saya berada di sana sewaktu arahan diberikan," katanya dalam satu sidang media di ibu pejabat PAS hari ini.

Ahli perniagaan itu bagaimanapun tidak menyatakan bentuk arahan dan lokasi berkenaan ketika Najib didakwa memberi arahan tersebut.

Deepak mendakwa tindakan itu dibuat kerana Najib "tidak mahu didedahkan bahawa ahli keluarganya telah mendapat duit untuk meluluskan pemindahan tanah ini kepada kita".

Sehubungan itu juga, beliau menggesa Menteri Pertahanan Datuk Seri Ahmad Zahid Hamidi menarik balik saman yang difailkan ke atas Pengarah Strategik PKR Rafizi Ramli.

Ahmad Zahid memfailkan saman berkenaan akhir bulan lalu atas kenyataan Rafizi berhubung urusniaga tanah melibatkan Boustead dan Astacanggih, yang didakwa memfitnah dirinya.

Deepak berkata, beliau berharap Ahmad Zahid dapat menarik balik tindakan undang-undang tersebut kerana Rafizi menurutnya "tidak tahu perkara ini".

"Apa-apa tindakan (sepatutnya) diambilkan ke atas Datuk Seri Najib kerana dia telah mengarah perkara ini berlaku.

"Jadi, saya minta kepada Datuk Zahid, tak payah ambil tindakan kepada Rafizi," katanya lagi dalam sidang media selepas pertemuan dengan pemimpin kanan PAS hari ini.

Boustead pada 27 Disember lalu mengumumkan anak syarikat milik penuhnya Bakti Wira Development Sdn Bhd mengambil alih 80 peratus kepentingan dalam Astacanggih.
    
Pengambilalihan itu merupakan proses korporat untuk menguasai 80 peratus kepentingan dalam 80.9371 hektar tanah pembangunan di Bukit Raja membabitkan sebanyak RM160 juta atau RM18.37 sekaki persegi.

Pengerusi Lembaga Tabung Angkatan Tentera (LTAT) Laksamana (B) Tan Sri Mohd Anwar Mohd Nor pada masa itu menyatakan bahawa langkah berkenaan merupakan tindakan korporat Boustead Holdings Bhd yang berasaskan pertimbangan komersil.

Urusniaga menjadi sasaran kritikan PKR yang menyifatkannya sebagai pelaburan "tidak masuk akal" memandangkan tanah berkenaan masih dimiliki kerajaan persekutuan.

Parti itu menyebut tanah berkenaan tidak dimiliki Awan Megah dan tertakluk pada kebenaran pindah milik dan pembangunan oleh kerajaan Selangor.

Patut Dapat Air Percuma Jika Syabas Laksanakan Tanggungjawab

SHAH ALAM 6 FEB : Setiap kediaman di Selangor sudah boleh menerima air percuma sekirannya Syarikat Bekalan Air Selangor (Syabas) melakukan tanggungjawabnya dan selesai menukar semua meter pukal kepada meter individu enam tahun lalu.

Ini kerana mengikut perjanjian penswastaan perkhidmatan air 2004, Syabas perlu menukar kesemua meter pukal di kediaman ke meter individu dalam dalam tempoh dua tahun dari 2004 hingga ke 2006.

Sekiranya Syabas telah melaksanakan tanggungjawabnya, kata Menteri Besar Tan Sri Abdul Khalid Ibrahim, tidak ada kediaman yang tercicir daripada skim 20 metre padu air percuma yang diperkenalkan sejak 2008.

Abdul Khalid mendedahkan fakta tersebut semasa mengulas kes mahkamah yang sedang berjalan di mana 711 individu mengemukan saman terhadap Kerajaan Selangor berkenaan dasar pemberian air percuma.

Pendedahan syarat perjanjian 2004 itu adalah bukti terbaru yang Syabas, syarikat yang mengendalikan pengedaran air di Selangor, gagal dalam melaksanakan tugasnya secara cekap dan amanah.

Contoh terbaru adalah Syabas didakwa lambat dalam melaksanakan proses pertukaran meter pukal ke meter individu di 76 kawasan pangsapuri walaupun kesemua flet di kawasan tersebut telah memenuhi syarat dan bersedia bertukar ke meter individu.

"Keadaan ini berlanjutan walaupun kita sudah beberapa kali mengingatkan Syabas supaya mempercepatkan proses ini," kata Abdul Khalid.

Baru-baru ini, Mahkamah Tinggi Shah Alam telah memutuskan bahawa kes saman tersebut akan dibicarakan pada satu tarikh yang akan ditentukan selepas permohonan untuk mengenepikan saman tersebut ditolak.

Kerajaan Negeri akan mengemukan rayuan terhadap keputusan Mahkamah Tinggi Shah Alam itu.

"Keputusan Mahkamah Tinggi itu bukanlah bermakna kemenangan kepada mereka yang memfailkan saman itu. Mahkamah sekadar memutuskan kes tersebut hendaklah dibicarakan sepenuhnya.

"Justeru, kenyataan-kenyataan Umno bahawa mereka telah menang dalan kes ini adalah silap fakta," kata Abdul Khalid.

Pada ketika ini, hampir semua pangsapuri di Selangor telah menerima manfaat daripada skim tersebut samada melalui pertukaran meter pukal ke individu atau melalui rebet yang diberi setiap bulan.

Dilaporkan sebelum ini bahawa sejak Sept 2012, 92 peratus pangsapuri kos rendah telah menerima faedah daripada skim air percuma.

Abdul Khalid berkata penghuni pangsapuri hanya perlu mengisi borang bagi mendapat faedah dari skim itu.

"Kita telah melancarkan program Lapor dan Dapat pada Jun 2010. Pihak pengurusan pangsapuri kos rendah hanya perlu mendaftar dengan Suruhanjaya Bangunan untuk layak menerima air percuma."

Kerajaan Negeri Peruntuk RM70.4 Juta Bantuan Pelajar Masuk Universiti

SHAH ALAM 6 FEB: Kerajaan Negeri memperuntukkan sejumlah RM70.4 juta sepanjang lima tahun ini khusus bagi bantuan pendidikan untuk rakyat di Selangor.

Exco Pendidikan, Pendidikan Tinggi dan Pembangunan Modal Insan, Dr Halimah Ali berkata, sehingga 31 Disember tahun lalu, sejumlah RM32.1 juta diperuntukkan untuk Hadiah Pengajian Intitut Pengajian Tinggi (HPIPT) kepada 32,130 anak negeri Selangor yang berjaya melanjutkan pelajaran ke peringkat Diploma dan Ijazah Sarjana Muda.

Katanya, program yang dimulakan sejak 1 Julai 2008 lalu diuruskan oleh Bahagian Pengurusan Sumber Manusia (BPSM) menerima sebanyak 45,164 permohonan daripada pelajar dan hanya permohonan yang menepati syarat dan lengkap sahaja layak dipertimbangkan untuk proses pemberian HPIPT sebanyak RM1,000.

Manakala, sebanyak RM38.3 juta pula diperuntukkan untuk Pinjaman Pelajaran Kerajaan Negeri yang diberikan kepada 4,770 orang pelajar sejak lima tahun kebelakangan ini.

Dr Halimah berkata, seramai 758 pelajar diberikan pengurangan dan pelupusan bayaran balik atas sebab Penilaian Nilai Gred Keseluruhan (PNGK) yang cemerlang mulai tahun 2004 hingga 2012.

Katanya, sejumlah RM5.05 juta jumlah pinjaman pelajaran yang dilupuskan sejak lapan tahun lalu.

"Bagi PNGK di antara 3.75 hingga 4.00 pinjaman diubah kepada biasiswa penuh dan bagi 3.49 hingga 3.74 diberi kadar pengurangan pinjaman sebanyak 50 peratus dan bagi 3.20 hingga 3.49 diberi pengurangan sebanyak 25 peratus," katanya dalam sidang media di Bangunan Sultan Salahuddin Abdul Aziz Shah petang tadi.

On The Campaign Trail

FEB 6 ? The ceramahs have begun all across the country, as politicians and political parties begin campaigning for support and votes come the 13th general election.

These ceramahs require massive reserves of energy, as the long hours on the road, the meet-the-rakyat sessions, rushed prayers at nearby suraus, and critical meetings on the road can take a toll on the politician and his team of aides.

Pakatan Rakyat's Jelajah Merdeka Rakyat road tour was launched in August last year in a bid to give meaning to Malaysia's independence, and also to educate and meet the grassroots all around the country.

The bus Opposition leader Datuk Seri Anwar Ibrahim uses for the road tour is also literally the vehicle to garner support and gain voters. It is the mothership for meetings, camaraderie and a safehouse for the PR team as they go on the road every week.

These trips are not for the faint of heart and weak-bodied. They require stamina of the mind and body, and the tenacity of a titan. If a ceramah does not go well, the trip will test one's spirit and strength. And it is not just the politician who is affected, his aides will also feel the pain and agony.

Anwar's trip to Negri Sembilan on January 27, 2013 was one of many he has taken and will take this year. Gemas is crucial ? the Felda settlers are not happy, and their support must be courted.

The itinerary looked packed: It meant a solid 12 hours on the road, with ceramahs beginning at 5pm and ending at midnight. Anwar was going to attend the "Dialog Ekonomi dan Sosial" closing ceremony at Melang, Kuala Pilah before ending the tour in Pekan Pasir Besar, Gemas. In between the two ceramahs, there'd be a few stops as well.

The mothership

The bus, which has a picture of Anwar smiling right across it and proudly touting Jelajah Merdeka Rakyat, sported ominous red paint streaks on its body.

"That happened in Johor," a young aide explained.

Why wasn't the bus cleaned then?

"To show proof to the rakyat. That we were attacked. Johor and Melaka Umno kuat."

The double-decker bus is plush, and designed for the business traveller. The upper deck ? comfortable seats with ample leg room and a small kitchenette ? is for hush-hush meetings between Anwar and team. Below, an equally spacious but smaller space holds luggage and other staff and volunteers.

However, Anwar keeps the team small as he needs space to hold meetings with ADUNs he meets along the way, or friends who meet him halfway and join him for the ride.

"Datuk Seri usually travels in his own car, but before a ceramah stop, he'll get on the bus. He also conducts meetings here too, and sometimes he just relaxes. It depends."

They're a lively bunch ? the political aides, interns and the events specialist. They are also joined by a videographer who travels with them on almost every trip they make.

Chan, as he is known, is a cheerful and youthful-looking man in his 50s. He runs Merdeka Rakyat. If not for them, the trips would be dull. There's always laughter and jokes.

Do they all work for Pakatan?

No. With the exception of the events specialist, they are all volunteers, and hold down jobs outside of political work.

The intern worked for Nik Nazmi Nik Ahmad before, and was a student activist. He is proud of his contribution to the party. "I do… I help the pol secs, make sure everything runs smoothly, the Wi-Fi, food…" He is also a walking encyclopaedia of Malay pop and entertainment culture.

The man

When one hears and speaks of Tun Dr Mahathir Mohamad, there is respect even as he is reviled. One either loves or hates Dr Mahathir, but one cannot not recognise his achievements and vision. Dr Mahathir is living proof of actualisation.

Anwar, however, is different. Say what you will, admire or despise him if you want, but Anwar has the X-Factor. He is extremely charismatic and a shrewd reader of an audience.

Psychology has devoted many chapters to politician personalities; to be a politician, you need the charms and mediation skills of a diplomat, and know when to bite back.

You can't survive in politics if you're soft-hearted. Anwar is tough, just look at what he has been through.

Many staff members (former and current) say that he is a good boss. He is jovial, approachable, though when things are rough, Anwar can be distant. This is not unusual behaviour; aren't we all like this? And they also attest that no matter how tired he is, how depressed he gets, when he is with the rakyat, and on stage, he performs.

Yet for all the chumminess he emanates, he is also aloof. Perhaps this is a way of protecting himself. A politician has many enemies.

Age has caught up with him but he is still attractive. His hair is now salt-pepper grey, and he gets up from his seat with more care now. Politics is not kind to those who are older, but Anwar takes it in his stride.

At the Majlis Penutup Dialog Ekonomi dan Sosial in Kuala Pilah, where he addressed slightly over 200 supporters and on-lookers, he spoke of PR's promises should they take over Putrajaya. The lowering of car taxes and prices. Free education. Releasing the rakyat of economic burdens. Making sure Felda settlers receive their dues.

Anyone else who was expecting a proper discourse on national economics and PR's plans on managing Malaysia's resources from Anwar would have been surprised, and disappointed.

The truth is that the grassroots aren't interested in all that – they are concerned about bread and butter issues. And the former deputy prime minister of Malaysia has caught on to the zeitgeist. He knows what they want to hear.

The journey home

I had asked if I could speak to Anwar but he was either in a discussion with his team, in his private car, or resting. It's not easy pinning him down even if you are on the same bus together. I spent quite a lot of time staring at the back of his head, hoping the interview would be granted.

Everyone piled into the bus, ready to head back to Kuala Lumpur. Arrival would be at 3.30 in the morning, and they had a meeting at about 10.

Anwar waved to his supporters from his seat. They waved back eagerly.

There was a short lull as the bus made its way back to the city.

He sang an old Malay song.

"Datuk Seri is happy," Chan said. "That means everything went well. When he's happy, he sings."

About 20 minutes into the journey, the bus stopped at a petrol station. Anwar and his youngest daughter left the bus to go home in their car.

The journey back to Kuala Lumpur was quiet, as the aides dozed off in their seats.

"We'll impact this GE," one of them said sleepily. The next day was going to be another day of meetings, and with the elections very soon, sleep would be a luxury.

The writer takes her hat off to politicians of both sides. She'd like to know what vitamins they take. She hasn't recovered from the bus ride!
