Cuba tuan-tuan bandingkan dengan Exco kerajaan negeri-negeri BN. Jangan kata Exco, Adun-adun biasa pun mempunyai harta jutaan ringgit.
Kerajaan Negeri Pulau Pinang menunaikan janjinya mewajibkan Ketua Menteri dan semua Exco mengisytiharkan harta masing-masing.
Paling hebat ialah Exco Kerajaan Negeri yang juga Adun Batu Maung, Datuk Abdul Malik Abu Kassim kerana borang pengisytiharannya menunjukkan beliau tidak memiliki sebarang harta mahupun membuat sebarang pelaburan walaupun sudah hampir 4 tahun menjadi Exco kerajaan negeri Pulau Pinang.
Beliau hanya memiliki kereta Proton Tiara apabila mengambil alih jawatan pada tahun 2008, dan baru-baru ini membeli sebuah Honda CRV 2.0 berharga RM143,000 itupun dibayar dengan pinjaman kerajaan.
Ketua Menteri Lim Guan Eng dan ahli exco majlis kerajaan negeri Pulau Pinang hari ini mengisytiharkan harta mereka secara terbuka.Bagaimanapun, pegawai ex-officio seperti Setiausaha Kerajaan Negeri, pegawai kewangan negeri dan pegawai undang-undang negeri tidak diwajibkan berbuat demikian.
Lim berkata perisytiharaan aset mereka itu bertujuan memenuhi amanah peribadi dan juga komitmen politik Kerajaan Pakatan Rakyat Pulau Pinang.

Lim juga mencadangkan enam langkah integriti yang akan diambil termasuk mengharamkan pembabitan mereka dalam bidang perniagaan yang boleh membawa kepada konflik kepentingan parti-parti politik; sistem tender terbuka, undang-undang maklumat bebas dan perisytiharan aset peribadi.
Mengenai sama ada aset teman dan ahli keluarga akan juga diisytiharkan, Lim berkata, "Kami akan mengambil langkah satu persatu."
Ditanya bagaimana orang ramai boleh mengesahkan aset ahli-ahli politik berkenaan, Lim berkata, perisytiharan ini adalah secara sukarela oleh semua ahli exco.
Menurut borang perisytiharan aset yang diedarkan kepada wartawan hari ini, pelaburan Lim dalam Amanah Mutual Bhd menunjukkan sedikit peningkatan dari 112,843 unit kepada 124,845 unit antara Mac 2008 dan akhir tahun lalu.
Pelaburan Dana Public Mutual miliknya pula meningkat dari 10,000 unit hingga 25,989 unit manakala simpanan tetapnya  menunjukkan kenaikan daripada RM245,000 hingga RM298,785. Pelaburan lain iaitu sebanyak 8,000 unit tidak menunjukkan peningkatan dari tahun 2008.
NONESelain itu, Lim juga memiliki dua rumah kedai di Melaka, satu daripadanya adalah harta milik bersama yang bernilai RM435,000 dan satu lagi bernilai RM530,000. Beliau juga ada membuat pinjaman RM650,000 bagi membayar hartanah itu.

Residents of the Nova 1 condominium in Taman Sri Sinar, Kuala Lumpur breathed slightly easier on Jan 11, as contractors appointed by the Kuala Lumpur City Hall (DBKL) arrived that morning to shore up an eroding slope next to their residence. According to Patrick Chan Yew Choong, a member of Nova 1's management corporation (MC), the soil erosion was taking place on the piece of land next to Nova 1.
Residents feared if the erosion continued, it could have negative consequences for the land which Nova 1 was built on. Pointing to the retaining wall which separated Nova 1 from the road, he said further erosion could cause the wall to crack, and give way if corrective action was not taken.
"If the retaining wall goes, then the land which Nova 1 is built will erode too," said Chan. However, MC chairman Manoharan Dhanaraj said DBKL did not take any corrective action despite repeated enquiries from the residents. "The slope started eroding, then we noticed that the concrete drain had cracked and collapsed back in March 2011. We reported the matter to DBKL in May last year, whereby we were given a report number as well as the contact details of the people handling this case." "What DBKL did in the last week of December, was to put up canvas sheets to prevent more rain from eroding the soil. We had to seek the assistance of Segambut MP Lim Lip Eng," he added.
Lim said after discussions with the residents on Jan 4, he took up the matter with DBKL the next day. "On Jan 6, they informed me that they will start work on Jan 9. They sent people down to assess the situation and they started moving in material to repair the collapsed drain walls," said Lim. Lim hoped the repairs would be completed quickly, to minimise further erosion from the rain.
According to Manoharan, the time estimated for repairs by the contractor was put at three weeks. There were other problems afflicting the slope, such as leaking pipe connectors belonging to a water pipe owned by Syarikat Bekalan Air Selangor (Syabas), which Manoharan and Chan theorised might have also led to the erosion problems on the slope. "We called Syabas about the leaking pipe connectors and they only replaced it recently. But they only replaced one, and not the other," Chan said.

TAKLIMAT KEPADA DYMM TUANKU SULTAN TENTANG STATUS YB DATO' DR HASAN MOHAMED ALI SEBAGAI AHLI MMKN.

Pagi tadi saya telah diperkenankan untuk mengadap DYMM Tuanku Sultan untuk memberi taklimat mengenai status YB Dato' Dr Hasan Mohamed Ali sebagai ahli Majlis Mesyuarat Kerajaan Negeri (MMKN).

Saya telah mempersembahkan kepada Tuanku Sultan bahawa saya telah menerima surat rasmi dari Parti Islam Se-Malaysia (PAS) bertarikh 10 Januari 2012 memaklumkan bahawa Jawatankuasa Kerja PAS Pusat yang bersidang pada 8 Januari 2012 telah membuat keputusan memecat YB Dato' Dr Hasan dari menjadi ahli PAS berkuatkuasa serta merta.

Memandangkan YB Dato Dr Hasan bukan lagi ahli PAS, saya telah membuat keputusan bahawa beliau tidak lagi layak menjadi ahli MMKN dan telah menasihati DYMM Tuanku Sultan untuk membatalkan perlantikan beliau.

DYMM Tuanku Sultan telah bersetuju dengan pendapat saya dan akan menulis watikah pembatalan perlantikan YB Dato' Dr Hasan sebagai ahli MMKN.

Pada masa yang sama, DYMM Tuanku Sultan telah menurunkan kuasanya pada saya untuk melantik ahli baharu MMKN. Baginda Sultan juga menasihatkan saya agar menjalankan tanggungjawab ini dengan bijaksana tanpa dipengaruhi oleh mana-mana pihak.

Perlantikan ahli MMKN yang baharu akan disempurnakan di Istana Kayangan pada Rabu minggu hadapan 18 Januari 2012.

Press Conference Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 13 January 2012.

Proposing To Issue a Gazette Notification Exempting All Local Authorities In Penang From Applying Section 15 of the Local Government Act 1976 Before Seeking A Court Declaration To Compel Elections Commission To Conduct Local Government Elections.

In 1956, George Town became the first local council in the country to have a fully elected council with the president elected from among the councillors. In 1965, local government elections in Malaysia were suspended. The official reasons given was that the country was facing the threat of Confrontation initiated by Indonesia.

The Local Government Act passed in 1976 , provided for only appointed councillors and presidents (Section 10) and was adopted by the Penang State Government. All councillors, including the presidents were appointed by the state government of the day. One of DAP's key agenda is the restoration of local government elections.

The Penang PR state government has pressed for local government elections to enable councillors and mayors to be directly elected ever since we took power in 2008. Amongst some of the efforts taken by the Penang State Government to restore the third vote(after vote for parliament and state seats) are as follows:-

1. On 11/8/2009 The Penang State Government moved a resolution in the State Assembly calling on the Federal Government to bring back local government elections. This was passed by the Penang state assembly.
2. The State Government also engaged a 3 panel lawyer Dato Yeo Yang Poh, Mr Tommy Thomas and Malik Imtiaz and to provide legal opinion to the Penang State Government or our rights and powers to compel local government elections to be held.
3. The Penang State Government wrote a letter to National Council of Local Government (NCLG) under Article 95A of the Federal Constitution NCLG date on 13/7/2009 and requested bring up the topic of local government elections in this council. However the NCLG, rejected the State’s request.
4. Based on the advice of the 3 panel lawyers, I wrote to the Election Commission on behalf of Penang State Government on 4/3/2010 requesting the Election Commission to conduct local government elections. Under Article 113 (4) Federal Constitution, it is explicitly state that Federal or State law may authorise the Election Commission to conduct elections other than those referred to in Clause (1).

As Clause 1 refers to parliamentary and state seats, clearly the state government has jurisdiction over whether to hold election for municipal seats since local government is under the State list. The Ninth Schedule of the Federal Constitution of powers within the State List explicitly states that the state government decides over local government elections.

5. The reply by Election Commission dated 23 March 2010 to the Penang State Government rejecting the Penang State government's request to restore Local Government Elections is disappointing. The Penang state government has no choice but to institute legal proceedings to compel the Election Commission to comply wth the state government's directive to conduct local government elections.

As a first step, the Penang State Government has been advised by Tommy Thomas, at a meeting with Tommy Thomas and some EXCO members yesterday, to first negate Section 15 of the Local Government Act 1976. Section 15 states: “Not withstanding anything to the contrary contained in any written law, all provisions relating to local government elections shall cease to have force or effect.” In other words section 15 nullified all local government elections.

Tommy Thomas has also advised that the State government issue a Gazette notification exempting all the local authorities within Penang from applying Section 15 of the Local Government Act. This would result in section 15 not being applicable in Penang and is the first step towards seeking a court declaration to compel the Election Commission to conduct local government elections.

I will be proposing at the next EXCO meeting next week directing the State Legal Advisor to issue this gazette notification. This is a necessary precursor to take the issue to court to seek a declaration, which will be conducted by Tommy Thomas.

我们提议,在宪报上公布通令,让槟州所有地方政府可以免于实施1976年地方政府法令第15条文,进一步申请庭令,迫使选举委员会必须执行地方政府选举。

1956年,乔治市成为我国第一个全面推行地方政府选举的地方,而且地方政府主席是由市议员推举的。1965年,我国地方政府选举被撤销。官方的理由是当时我国面对印尼对抗的威胁。

地方政府法令在1976年通过,其中第10条阐明市议员及主席是被委任的,也由槟州政府采纳。所有的市议员包括地方政府主席,都是由当今政府所委任的。而民主行动党的其中一项竞选议程就是恢复地方议会选举。

槟州民联政府自2008年执政以来,我们都一再施压,要求通过地方议会选举来选出市议员与市政局主席。在这方面,我们进行了一些努力,以归还人民的第三票(另外两票在国会议席、州议席) :
1. 2009年8月11日,槟州政府在州议会内动议,要求联邦政府恢复地方议会选举。上述动议获得通过。
2. 州政府也找来三名律师拿督杨文波、汤米汤姆斯、玛力英迪亚斯,以提供法律意见给槟州政府,有关我们是否可以强硬进行地方政府选举。
3. 2009年7月13日,槟州政府也写信联邦宪法第95A条文下的国家地方政府理事会,要求在有关理事会讨论地方选举事项。但是,国家地方政府理事会拒绝州政府的要求。
4. 在三名律师的建议下,2010年3月4日,我代表槟州政府写信给选举委会员,要求选委会执行地方议员选举。在联邦宪法第113(4)条文阐明,除了在第(1)条款里所说,联邦法令或州法令可以授权选委会举行选举。
第(1)条款指的是国会及州议会议席选举,很明显地,州政府有权决定是否要进行地方选举,因为地方政府归州政府所管辖。联邦宪法第9项说明州政府的权力范围,很明显地阐明州政府决定地方政府选举。

5. 令人失望的是,选委会在2010年3月23日回函,拒绝槟州政府进行地方政府选举的要求。槟州政府别无选择,只好通过法律途径,申请庭令,迫使选委会遵守州政府的指令,举行地方政府选举。

在与汤米及一些行政议员会谈过后,第一步要做的就是否定1976年地方政府法令第15条文。第15条文阐明:"即使有与其它法律相反之处,所有与地方政府选举有关的条文将中止。"换句话说,第15条文宣判所有地方政府选举无效。

汤米也建议州政府在宪报上公布通令,让槟州所有地方政府免于实施地方政府法令第15条文。这将导致第15条文不适用于槟州,然后进一步通过法庭宣判,迫使选举委员会举行地方政府选举。

我将在下一次的行政会议上,指示槟州法律顾问,发布这项宪报通令。这是必要的行动,以让我们进一步申请庭令,汤米将负责此事。

Yesterday the Penang state government publicly declared the assets of Penang State EXCO members. Today, the Penang state government officially uploads the information of their assets on our government website: http://www.penang.gov.my/. Penang State EXCO members holding positions of public trust believe that the rakyat has a right to demand accountability from public officials.

The public declaration of assets fulfils the personal obligation of PR leaders and political commitment of the Penang PR State government towards reinforcing leadership with integrity in line with the CAT principles of Competency, Accountability, Transparency principles.

For the first time in Malaysian history, this public declaration of assets was conducted not by the state government but by an independent audit company. I regret that this important piece of information was not published by certain media and blogs and hope that this can be corrected.

The Penang state government has chosen the internationally renowned accounting firm, KPMG and its senior partner Chartered Accountant Ooi Kok Seng, for the verification exercise and to formulate the template and presented to the public. As an independent audit firm, KPMG is required to uphold the highest standards of professional standards ensuring that it complies with the principles of objectivity, independence and no conflict of interest before undertaking any task.

I also express the hope that the media can publish the information of our assets in full. I regret that basic financial knowledge appears to be lacking when some print the value of assets without stating the loans taken out to purchase them. Or confuse the number of units in unit trusts(10,000 units) with value(RM10,000) as number and value of unit trusts are not equivalent. Most unit trusts are valued be between 30 cents to 50 cents per unit.

The Penang state EXCO members wish to stress that they have no other sources of income except from their public allowances as public officials and ADUNs. Their allowances can be obtained from the Enakmen Anggota Pentadbiran dan Ahli Dewan Undangan Negeri(Saraan) 1980.

Semalam, Kerajaan Negeri Pulau Pinang telah mengisytiharkan harta Ahli-ahli Majlis Mesyuarat Kerajaan Negeri (EXCO). Hari ini, Kerajaan Negeri Pulau Pinang dengan rasminya memuat naik maklumat tersebut ke dalam laman web kerajaan http://www.penang.gov.my. Ahli-ahli Majlis Mesyuarat Kerajaan Negeri Pulau Pinang yang memegang jawatan dan amanah awam sebulat suara bersetuju bahawa rakyat mempunyai hak untuk menuntut kebertanggungjawaban penjawat-penjawat awam.

Pengisytiharan harta secara terbuka ini memenuhi amanah peribadi dan juga komitmen politik Kerajaan PR Pulau Pinang terhadap kepimpinan yang lebih bersih berdasarkan prinsip CAT (Cekap, Akauntabel, Telus).

Untuk kali pertama dalam sejarah Malaysia, pengisytiharan harta secara terbuka telah dikendalikan bukan oleh kerajaan negeri tetapi oleh sebuah syarikat audit bebas. Saya berasa kesal bahawa maklumat yang penting ini tidak disiarkan oleh media massa dan blog-blog tertentu, dan berharap bahawa ini akan diperbetulkan.

Kerajaan Negeri Pulau Pinang telah memilih firma akauntan antarabangsa yang terkenal iaitu KPMG dan rakan kongsi kanannya Akauntan Bertauliah Ooi Kok Seng, untuk mengesahkan dan menetapkan templat yang akan dipaparkan kepada umum. Sebagai sebuah firma audit bebas, KPMG perlu mendukung standard profesional yang tertinggi untuk memastikan pematuhan kepada prinsip-prinsip keobjektifan, kebebasan dan tiada konflik kepentingan sebelum menjalankan apa-apa tugasan.

Saya juga berharap bahawa pihak media boleh menyiarkan maklumat harta kami secara penuh. Saya berasa kesal melihat kekurangan pengetahuan asas dalam kewangan apabila nilai harta-harta disiarkan tanpa menyatakan pinjaman yang telah diambil untuk pembeliannya. Ada juga yang keliru di antara jumlah unit dalam unit amanah (10,000 unit) dengan nilai unit tersebut (RM10,000), kerana jumlah unit dengan nilainya adalah tidak sama. Secara purata, unit amanah mempunyai nilai antara 30 hingga 50 sen seunit.

Ahli-ahli Majlis Mesyuarat Kerajaan Negeri Pulau Pinang ingin menegaskan bahawa kami tidak mempunyai apa-apa sumber pendapatan yang lain selain daripada elaun awam sebagai penjawat awam dan wakil rakyat. 我希望媒体可以完整刊登我们所公布的资料。我感到遗憾,一些报道看来缺乏财经知识,在刊登某些资产价值时,对于贷款额只字不提。一些报道也混淆信托基金的单位与市场价值,将1万个单位等同于1万令吉,其实两者完全是不同等的。大多数的信托基金市场每单位介于30仙至50仙。

槟州行政议员要强调,除了身为公职人员及州议员的津贴,他们没有其它收入来源。而他们的津贴详情可以从1980年行政议员及州议员(津贴)法令中可以查知。

Press Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 12.1.2011.

Today, the Penang State EXCO members (excluding ex-officio of State Secretary, State Financial Officer and State Legal Advisor) publicly declared their assets. This fulfils the personal obligation and political commitment of the Penang PR State government. I had proposed 6 integrity measures to ensure a cleaner leadership with integrity in line with the CAT (Competency, Accountability, Transparency) principles.

The 6 integrity measures are as follows:

One, there must be a ban on political parties' involvement in business which can only lead to conflict of interest. How can politics mix with business as the former seeks to uphold public interests whereas the latter is to pursue private benefit and profit? How wealthy political parties that are involved in business have become can be seen by MCA giving money to its members every year.

Two, the ban on mixing politics with business must be followed by establishing an open tender system to check crony capitalism. An open tender system will avoid unjust contracts such as the Independent Power Producers and the toll concession operators allowing the few to earn tens of billions of ringgit in extraordinary profits at the expense of the 27 million ordinary citizens.

Malaysians mourn the "the lost decade of corruption", where the Washington-based financial watchdog Global Financial Integrity (GFI) estimated RM 1,077 billon of illicit money (including corruption money) had been illegally siphoned out of our country from 2000 to 2009. The recent RM250 million "cows and condos" scandal where money was released 2 years before any agreement was signed to a family company of Women, Family and Community Development Minister Datuk Seri Shahrizat Abdul Jalil, and used to purchase condos instead of cows shows that the BN refuses to change.

No wonder in the latest Transparency International (TI) Corruption Perception Index, Malaysia dropped to 60th place in 2011 as compared to 37th in 2003 when Tun Abdullah Ahmad first took over as Prime Minister. In contrast Penang was praised by TI for implementing open tenders.

Third, Freedom of Information Act to ensure transparency and also public disclosure of government contracts.

Fourthly, there must be a declaration of personal assets by public officials holding positions of public trust.

Fifth, there must be full and unconditional implementation of the 125 recommendations proposed by the 2005 Royal Commission on the Enhancement of the Management and Operation of PDRM, especially the formation of the Independent Police Complaints and Misconduct Commission (IPCMC). The IPCMC was intended to cut down abuses of police powers and police corruption. Failure to set up the IPCMC only shows the unwillingness of the BN government to deal with the negative public perception about the police.

Finally, the Elections Commission (EC) must be punished for failure to act or even failure to press for action by the relevant authorities on election bribery, especially failure to comply with the Election Offences Act 1954 imposing election spending limits of RM200,000 for every Parliamentary constituency and RM100,000 for every state constituency.

The Penang State Government has now proven that it is not only cleaner physically, but also cleaner and more transparent in administration. We have shown that we are serious about national integrity by publicly declaring the personal assets of our topmost officials, the State Executive Council (EXCO). This follows the Freedom of Information Act passed by the Penang state assembly introduced last year as well as the famed Open Tender system that has won Penang praise from Transparency International and the Auditor-General.

Kenyataan Akhbar Ketua Menteri Pulau Pinang Lim Guan Eng Di Komtar, George Town Pada 12.1.2011.

Hari ini, Ahli-ahli Majlis Mesyuarat Kerajaan Negeri Pulau Pinang (termasuk juga ex-officio seperti Setiausaha Kerajaan Negeri, Pegawai Kewangan Negeri dan Pegawai Undang-undang Negeri) telah mengisytiharkan harta mereka secara terbuka. Ini memenuhi amanah peribadi dan juga komitmen politik Kerajaan PR Pulau Pinang. Saya telah mencadangkan 6 langkah integriti untuk memastikan kepimpinan yang lebih bersih berdasarkan prinsip CAT (Cekap, Akauntabel, Telus).

6 langkah integriti adalah seperti berikut:

Pertama, parti-parti politik harus diharamkan daripada melibatkan diri dalam perniagaan, yang lazimnya membawa kepada konflik kepentingan. Bagaimana politik boleh bercampur dengan perniagaan, apabila politik itu bertujuan untuk menjaga kepentingan awam manakala tujuan perniagaan adalah untuk keuntungan peribadi? Contoh parti politik yang telah menjadi kaya melalui perniagaan boleh dilihat dalam kes MCA yang sekarang berupaya untuk memberi wang kepada ahli-ahlinya setiap tahun.

Kedua, pengharaman percampuran politik dengan perniagaan harus diikuti dengan kewujudan sistem tender terbuka untuk menghentikan kapitalisme kroni. Sistem tender terbuka akan memastikan kontrak yang tidak adil di mana Penjana Elektrik Bebas (IPP) dan syarikat-syarikat pengendali tol tidak akan mendapat keuntungan luarbiasa sebanyak berpuluhan ribu bilion ringgit sementara 27 juta rakyat dibebankan.

Rakyat Malaysia sudah pun kehilangan "satu dekad yang telah hancur dek korupsi", di mana wang haram (termasuk wang rasuah) sebanyak RM1,077 bilion telah dibawa keluar dari negara kita dalam tempoh 10 tahun dari 2000 hingga 2009, mengikut unjuran laporan badan pemerhati kewangan Washington Global Financial Integrity (GFI). Skandal RM250 juta "lembu dan kondo" baru-baru ini di mana wang pinjaman untuk projek penternakan lembu yang telah diberikan kepada syarikat kepunyaan keluarga Menteri Pembangunan Wanita, Keluarga dan Masyarakat Datuk Seri Shahrizat Abdul Jalil dua tahun sebelum perjanjian ditandatangani, telah digunakan untuk pembelian kondominium mewah, menjadi bukti bahawa BN tidak akan berubah.

Tidak hairanlah mengapa laporan terbaru Indeks Persepsi Rasuah (CPI) 2011 badan pemerhati rasuah Transparency International (TI) telah menunjukkan bahawa Malaysia telah jatuh kepada tangga ke-60 daripada 183 negara, berbanding tangga ke-37 pada tahun 2003 apabila Tun Abdullah Ahmad Badawi mengambil alih pucuk pimpinan negara sebagai Perdana Menteri. Sebaliknya di Pulau Pinang, kita telah dipuji oleh TI kerana mengamalkan sistem tender terbuka.

Ketiga, Akta Maklumat Bebas untuk memastikan ketelusan dan juga pendedahan umum kontrak-kontrak kerajaan.

Keempat, semua penjawat awam yang memegang amanah awam hendaklah mengisytiharkan harta mereka.

Kelima, 125 cadangan oleh Suruhanjaya DiRaja Penambahbaikan Perjalanan dan Pengurusan PDRM 2005 hendaklah dilaksanakan tanpa apa-apa syarat, terutama sekali penubuhan Suruhanjaya Bebas Aduan dan Salah Laku Polis (IPCMC). IPCMC ini bertujuan untuk mengurangkan rasuah dan penyalahgunaan kuasa polis. Kegagalan untuk menubuhkan IPCMC hanya menunjukkan ketidak sanggupan Kerajaan BN untuk menangani persepsi negatif awam tentang polis.

Terakhir, Suruhanjaya Pilihan Raya (SPR) hendaklah dihukum untuk kegagalannya untuk bertindak atau menuntut tindakan daripada pihak berkuasa ke atas rasuah pilihan raya, terutama sekali kegagalannya untuk mematuhi Akta Kesalahan Pilihan Raya 1954 yang mengenakan had perbelanjaan pilihan raya sebanyak RM200,000 untuk kawasan parlimen dan RM100,000 untuk kawasan dewan undangan negeri.

Sudah jelas terbukti bahawa Kerajaan Negeri Pulau Pinang bukan sahaja bersih dari segi fizikal, tetapi juga bersih dan telus dalam pentadbiran. Kita telah menunjukkan kesungguhan terhadap integriti nasional dengan pengisytiharan harta penjawat-penjawat awam tertinggi, iaitu Ahli-ahli Majlis Mesyuarat Kerajaan Negeri (EXCO). Ini adalah ekoran daripada Akta Maklumat Bebas yang diperkenalkan dalam Dewan Undangan Negeri Pulau Pinang tahun lepas serta sistem Tender Terbuka yang telah mendapat pujian daripada Transparency International dan juga Ketua Audit Negara.

槟州行政议员(除了州秘书、州财政和州法律顾问等当然委员)今日公开财产,履行槟州政府的政治承诺和个人责任,我曾建议6项完整措施以确保领袖的清廉,即符合 CAT(能力、问责、透明)的原则。

6项完整措施如下:

一,必须禁止政党涉及只会造成利益冲突的商业,政治如何与商业混为一谈?前者旨在维护公共利益,后者则是为了追求私人利益和利润。涉及商业的马华已是富裕的政党,这可从马华每年派钱给成员看出。

二,禁止政治与商业挂钩,坚持公开招标制以杜绝裙带资本主义,公开招标制度将能避免允许少数人赚取惊人利润的不公平合约,如牺牲2700万老百姓利益的独立发电厂和大道特许经营者。

马来西亚人悼念"因贪污失去的十年",设在华盛顿的金融观察机构全球金融廉正机构(GFI) 估计,我国的非法外流资金在2000至2009年期间高达1兆7千700亿令吉的黑钱外流(包括贪污钱)。家庭及社会发展部长莎丽扎家人涉及的高达2亿5千万令吉"公寓养牛"丑闻,被揭发在合约签署前就获得资金发放,这一切证明国阵拒绝改变。

难怪在最新的国际透明组织(TI)提呈的贪污印象指数及国际竞争指数,马来西亚从前首相敦阿都拉刚执政的2003年排名第37,至降至2011年的第60名。反之,槟州的实施公开招标就获得国际透明组织的赞扬。

第三,槟城自由资讯法案确保透明度,并允许公众检查政府工程合约。

第四,公职官员必须申报的个人资产,以获得公众信任。

第五,必须毫无条件的接受和实施皇家委员会于2005年的建议,执行125项建议,尤其是成立投诉警方独立监察和渎职委员会( IPCMC )。IPCMC旨在防止警方滥用权力和腐败,无法成立IPCMC显露国阵政府不愿处理公众对警察的负面看法。

最后,选举委员会必须受到惩罚,因为无法对付在选举行贿者,尤其无法遵守《1954年选举犯罪法令》的规定,即限制每个国会选区竞选开销最高20万令吉和每个州议席10万令吉。

现在,槟州政府证明我们不只是身体干净,行政管理更加干净和透明。通过公开行政议员的个人财产,我们以行动证明廉政。

和管理更加透明。我们已经表明,我们关于民族气节的严重的公开声明我们的最顶层的官员,国家行政理事会会议的个人资产,去年,槟城州议会已通过槟城自由资讯法案,而槟州实施的公开招标制度也赢得了国际透明组织和总稽查司的称赞。

KLANG: An increase in the number of deceased in the electoral roll is again raising the spectre of phantom voters.

Charles Santiago, who wrote to the Electoral Commission (EC) over the increase of 6,245 voters in the Klang constituency, was shocked when told that they were dead.

"They told me they were still cleaning up the electoral roll and that those were names of the dead which have not been removed," said the Klang Member of Parliament.

Santiago said he received a phone call from the EC after sending his letter on Dec 29, but their verbal explanation is raising more questions than answers.

He said the names should have been removed immediately after his or her death.

"Are they saying that 6,245 people died over the past three years? If it's true, shouldn't the number of voters be decreasing?" he asked.

Santiago said such discrepancies were unacceptable and that the EC should meet with him to resolve the issue. A second letter requesting a meeting will be sent soon to the EC.

Santiago discovered the sudden influx of voters when his office compared their records provided previously by the EC and the latest electoral roll.

EC's latest electoral roll shows 90,817 voters in Klang, but Santiago's records show only 84,572.

His office had arrived at the 84,572 figure by calculating the number of voters in each of the three state seats, Pandamaran, Port  Klang and Kota Alam Shah, under his constituency.

"They must clarify this huge increase of voters (from 2008 until September 2011)," he said at a press conference at his office on Wednesday.

He said that in the Port Klang state seat alone, 4,864 new voters were recorded in 2011 alone compared to 2008 when just 840 people registered.

It's a huge increase as Port Klang did not have any new residential developments to support the influx of new voters, he claimed.

Also present at the press conference was Klang municipal councillor Robert Choo, who also found a list of 1,447 voters in Kuala Selangor and Kapar who are aged between 128 and 131.

"The EC should clearly explain all these discrepancies if they want the people to trust them again," said Aliran's executive committee member Sarajun Hoda.

Sarajun, a member of the reform movement for justice and freedom, was also present at the press conference together with MPK councillor Ivan Ho.

(雪蘭莪‧巴生11日訊)行動黨巴生區國會議員查爾斯今日揭發,巴生國會選區選民人數近來竟出現"不尋常"爆增情況,近4年來的選民增加約35%,而且與選舉委員會所提供的數據不一,令他大感震驚,要求選委會解釋。

與選委會數據不一

查爾斯表示,根據選委會首次提供的數據資料,截至2011年第三季,巴生國會選民人數是8萬4千572人;可是當他第二次向選委會索取資料時,選民人數變成9萬817人。

他今日召開新聞發佈會時指出,選委會解釋說,數據的落差是因為選委會不時更新資料,一般會扣除死亡人數。

扣除死亡人數不降反升

他說,選委會的說法令他感到疑惑,扣除死亡人數,選民總數為何不降反升,而且還增加6千245人。

同時,他也表示,在2008年大選時,巴生國會選民人數是6萬5千534人;直到2011年第三季,選委會的首份資料更顯示選民增加了1萬9千38人。

"不過,第二份更新資料又顯示增加了2萬5千283人,使巴生國會選民總數飆升至9萬817人。"

查爾斯說,選委會的首份資料顯示選民人數增加29%,其實已相當誇張;豈料第二份資料更顯示選民增加至35%,令人難以置信。

針對此事,他指出,他將致函給選委會,要求與該會會面商討問題,找出其中原由。
