JOHOR BAHRU, 12 Januari 2011 – Setelah mendapat desakan daripada PAS Johor berhubung isu pengambilan QSR dan KFCH oleh JCORP, Dato' Abdul Ghani Othman yang merupakan Menteri Besar Negeri Johor telah membuat kenyataan akhbar kali pertama berhubung isu berkenaan seperti yang disiarkan oleh Berita Harian edisi Khamis, 5 Januari 2012 dan Harian Metro edisi Jumaat, 6 Januari 2012.

PAS Johor semalam, telah membuat sidang akhbar sebagai kenyataan balas terhadap kenyataan akhbar yang dibuat oleh Menteri Besar.

Kenyataan akhbar kali ini dibuat oleh Pesuruhjaya PAS Negeri Johor, Dato' Dr. Mahfodz Bin Muhamed.

Di dalam kenyataan akhbar sebelum ini, Menteri Besar Dato' Abdul Ghani Othman telah membuat beberapa kenyataan bohong dan mengelirukan rakyat Negeri Johor.

Antara kenyataan beliau adalah seperti berikut :

Kenyataan Pertama MB

1. Pengambilalihan tidak melibatkan pihak asing. JCORP hanya meningkatkan saham dalam QSR dari 33% kepada 51% dan dalam KFCH dari 17% kepada 51%.

Ulasan PAS Johor

Kenyataan cuba untuk mengelirukan dan memperbodohkan rakyat Johor. Bukankah JCORP bekerjasama dengan CVC Capital Partners (CVC) menubuhkan syarikat tujuan khas (special vehicle purpose) iaitu Massive Equity Sdn. Bhd. (MESB) yang mana JCORP memegang 51% kepentingannya manakala 49% lagi dipegang oleh CVC.

CVC merupakan sebuah firma equiti persendirian dan perunding pelaburan asing yang ditubuhkan di London pada tahun 1981 sebagai firma modal teroka kepada Citigroup (Citigroup Venture Capital-CVC) yang dipercayai mendapat sokongan kuat dari yahudi.

Pada tahun 1993, CVC telah diambilalih oleh pihak pengurusannya daripada Citigroup dan ditukar nama kepada CVC Capital Partners.

Bukankah sebaik sahaja pengambilalihan ini selesai maka secara langsung 49% kepentingan dalam QSR dan KFCH akan terlepas kepada pihak asing melalui CVC?

Kenyataan Kedua MB


2. Pengambilalihan keseluruhan kepentingan QSR dan KFCH melalui MESB adalah sebahagian 'Proses Rasionalisasi' perniagaan JCORP agar bahagian tertentunya menumpu kepada perniagaan utama seperti Kulim (M) Berhad tidak lagi terlibatdalam perniagaan runcit makanan tetapi menumpukan kepada perniagaan utamanya sahaja iaitu perladangan.

'Proses Rasionalisasi' dilaksanakan dalam dunia korporat bilamana sesuatu organisasi perniagaan menghadapi masalah di dalam pentadbirannya atau perniagaannya tidak mencapai prestasi yang diharapkan.

Di dalam kes QSR dan KFCH, keua-dua syarikat adalah merupakan syarikat yang disenaraikan di Bursa Malaysia dan kedua-dua syarikat tersebut telah mencatatkan prestasii yang sangat baik dari segi jualan, keuntungan dan jumlah bilangan outlet sepanjang berada di bawah pengurusan Kulim (M) Bhd. Dengan kata lain QSR dan KFCH bukanlah syarikat yang 'tenat' seebaliknya merupakan 'syarikat lubuk emas JCORP' dengan jualan kasar mencecah RM 3 bilion setahun.

Adalah menjadi amalan biasa sesebuah syarikat terlibat dengan beberapa jenis perniagaan terutama ianya sangat baik jika dilihat daripada segi pengagihan risiko perniagaan (business risk diversification). Apa yang dilaksana oleh Kulim (M) Bhd. Dengan terlibat dalam sektor perladangan dan perniagaan runcit makanan adalah perkara biasa.

Antara prestasi cemerlang KFCH adalah peningkatan keuntungan kasar dari RM 65 juta (2005 sebelum diambilalih oleh JCORP) kepada RM 222 juta pada tahun 2010 (peningkatan 241%).

Prestasi cemerlang ini juga telah memberikan kepercayaan pemegang francais utama KFC untuk memberikan hak francais KFC di Singapura, Brunei, Combodia, dan India kepada KFC Malaysia.

3. CVC dipilih sebagai rakan kongsi JCORP kerana prestasi cemerlang dan pengalaman luasnya menguruskan perniagaan yang sama dan berpengalaman dalam membuat pelaburan di rantau ini.

Kenyataan ini merupakan satu lagi pembohongan Menteri Besar Johor kepada rakyat Johor. CVC adalah syarikat ekuiti persendirian dan perunding pelaburan dan bukannya pengendali rangkaian restoran makanan.
CVC sebenarnya langsung tidak mempunyai pengalaman dalam mengeendalikan perniagaan rangkaian restoran makanan.

Apa yang dirancang oleh MESB adalah untuk kemungkinan membawa masuk Mr. Art Rautio, bekas Timbalan Presiden dan Pengarah Urusan (Managing Director) Yum! Restaurants International berpangkalan di Singapura.

Beliau adalah lulusan Havards Business School, USA dan memiliki 23 tahun pengalaman kerja dengan PepsiCo dan 14 tahun berpengalaman kerja dengan Yum! Restaurants Asia di Singapura.

Yum! Restaurants Asia melalui Yum! Restaurants (India) Pvt. Ltd. Juga mengendalikan rangkaian Restoran KFC di India milik KFCH Malaysia.

Kenyataan Keempat MB


4. Pengambilalihan QSR dan KFCH akan dibiayai kombinasi tunai (ekuiti) dan hutang. Namun hutang yang ditanggung bukan pada JCORP sahaja, tetapi pada syarikat yang akan mengambilalih QSR dan KFCH. Dalam hal ini hutang itu akan disandarkan kepada kekuatan aliran tunai QSR dan KFCH.

Kos keseluruhan pengambialihan adalah RM 5.2 bilion. Kemungkinan apa yang akan dilakukan adalah mmasing-masing pihak (JCORP dan CVC) akan mengeluarkan modal awalan sebanyak RM500 juta bagi membolehkan MESB memiliki modal pusingan RM 1 bilion.

Baki RM 4.2 bilion akan diperoleh dengan membuat pinjaman atas nama QSR dan KFCH bersandarkan kepada kekuatan aliran tunai mereka.

Sebahagian dari hasil pengambilalihan RM 5.2 bilion yang diperoleh akan dimiliki oleh JCORP. Keuntungan ini akan dapat menampung kembali pusingan modal RM 500 juta yang dikeluarkan oleh JCORP.

Benarlah JCORP tidak menambah hutang di peringkat JCORP, sebaliknya menambah hutang di peringkat kumpulan iaitu QSR dan KFCH akan berhutang bagi meembiayai kos pengambilalihan itu.

Dalam kenyataan akhbar kali ini, Tuan Haji Dzulkefly, Timbalan Pesuruhjaya PAS Negeri Johor menyimpulkan bahawa," PAS Negeri Johor sangat bimbang apabila QSR dan KFCH dibebankan dengan hutang maka sudah tentu akan menjelaskan prestasi dan keuntungan QSR dan KFCH, malah ianya juga akan membantutkan program perkembangan syarikat tersebut pada masa hadapan."

Tambah beliau lagi, PAS Negeri Johor juga bimbang, selepas pengambilalihan hutang JCORP tidak selesai malah anak syarikatnya QSR dan KFCH pula akan terlibat dengan bebanan hutang.

Turut hadir dalam sidang akhbar ini ialah YDP PAS Johor Bahru dan Ketua Pemuda PAS Johor.

Sidang akhbar bermula kira-kira jam 11.30 pagi dan tamat sekitar 1.00 tengah hari.

      Pongal Festival


    Pongal is a four day long harvest festival celebrated in Tamil Nadu, a    southern state of India. For as long as people have been planting and    gathering food, there has been some form of Harvest Festival. Pongal, one    of the most important popular Hindu festivals of the year. This four-day    festival of thanksgiving to nature takes its name from the Tamil word    meaning "to boil" and is held in the month of Thai    (January-February) during the season when rice and other cereals,    sugar-cane, and turmeric (an essential ingredient in Tamil cooking) are    harvested.
    Mid-January is an important time in the Tamil calendar. The harvest    festival, Pongal, falls typically on the 14th or the 15th of January and is    the quintessential `Tamil Festival'. Pongal is a harvest festival, a    traditional occasion for giving thanks to nature, for celebrating the life    cycles that give us grain. Tamilians say `Thai pirandhaal vazhi pirakkum',    and believe that knotty family problems will be solved with the advent of    the Tamil month Thai that begins on Pongal day. This is traditionally the    month of weddings. This is not a surprise in a largely agricultural    community -- the riches gained from a good harvest form the economic basis    for expensive family occasions like weddings.
    The First Day
    This first day is celebrated as Bhogi festival in honor of Lord Indra, the    supreme ruler of clouds that give rains. Homage is paid to Lord Indra for    the abundance of harvest, thereby bringing plenty and prosperity to the    land. Another ritual observed on this day is Bhogi Mantalu, when useless    household articles are thrown into a fire made of wood and cow-dung cakes.    Girls dance around the bonfire, singing songs in praise of the gods, the    spring and the harvest. The significance of the bonfire, in which is burnt    the agricultural wastes and firewood is to keep warm during the last lap of    winter.
    The Second Day
    On the second day of Pongal, the puja or act of ceremonial worship is    performed when rice is boiled in milk outdoors in a earthenware pot and is    then symbolically offered to the sun-god along with other oblations. All    people wear traditional dress and markings, and their is an interesting    ritual where husband and wife dispose off elegant ritual utensils specially    used for the puja. In the village, the Pongal ceremony is carried out more    simply but with the same devotion. In accordance with the appointed ritual    a turmeric plant is tied around the pot in which the rice will be boiled.    The offerings include the two sticks of sugar-cane in background and coconut    and bananas in the dish. A common feature of the puja, in addition to the    offerings, is the kolam, the auspicious design which is traditionally    traced in white lime powder before the house in the early morning after    bathing.
    The Third Day
    The third day is known as Mattu Pongal, the day of Pongal for cows.    Multi-colored beads, tinkling bells, sheaves of corn and flower garlands    are tied around the neck of the cattle and then are worshiped. They are fed    with Pongal and taken to the village centers. The resounding of their bells    attract the villagers as the young men race each other's cattle. The entire    atmosphere becomes festive and full of fun and revelry. Arati is performed    on them, so as to ward off the evil eye. According to a legend, once Shiva    asked his bull, Basava, to go to the earth and ask the mortals to have an    oil massage and bath every day and to eat once a month. Inadvertently,    Basava announced that everyone should eat daily and have an oil bath once a    month. This mistake enraged Shiva who then cursed Basava, banishing him to    live on the earth forever. He would have to plough the fields and help    people produce more food. Thus the association of this day with cattle.
    The Fourth Day
    The Fourth day is known as Knau or Kannum Pongal day. On this day, a    turmeric leaf is washed and is then placed on the ground. On this leaf are    placed, the left overs of sweet Pongal and Venn Pongal, ordinary rice as    well as rice colored red and yellow, betel leaves, betel nuts, two pieces    of sugarcane, turmeric leaves, and plantains. In Tamil Nadu women perform    this ritual before bathing in the morning. All the women, young and old, of    the house assemble in the courtyard. The rice is placed in the centre of    the leaf, while the women ask that the house and family of their brothers    should prosper. Arati is performed for the brothers with turmeric water,    limestone and rice, and this water is sprinkled on the kolam in front of    the house.

    Inspite of immense urbanization, the traditions and customs attached to the    harvest festival of Pongal has not diminished. Though the nature of these    tradition and customs has changed, the glitter of this festival has not    dimmed. The fast changing times notwithstanding, certain things do not    change. The way we celebrate the festivals, for instance. The festival of    Pongal captures the quintessence of south Indian culture in all its    entirety and traditional practices and customs continue to hold their own even    today.
    The spirit is alive and Pongal is still treated as a time to discard the    old and welcome the new. The new crop that is harvested is cooked and    offered to the Almighty. Celebrated for four days, the various traditions    and customs of this harvest festival are:
    Bhogi Pongal
    The first day of Pongal known as 'Bhogi Pongal' is a day for family    gathering and is dedicated to Lord Indra, the king of the deities and God    of the Clouds and Rains. Offerings are made to him to please him so that he    blesses us for the plentiful harvest. It is also the beginning of the New    Year according to the Malayalam calendar and before sunrise, a huge bonfire    of useless things in home is lit that is kept burning throughout the night.    All the time, boys beat little buffalo-hide drums known as 'Bhogi Kottus'.    The houses are then cleaned till they shine and are decorated with Kolams    painted using rice four. There are yellow pumpkin flowers are set in    cow-dung balls in the middle of these designs.
    Surya Pongal
    The second day of Pongal known as 'Surya Pongal' is dedicated to the Sun    God. The granaries are kept full on this day and Sun God with his rays are    painted on a plank as he is worshiped with the birth of the new auspicious    month of Thai.    Since the word 'Ponga' means 'to boil' representing plentiful and excess    yield, a special dish is cooked on this day in a new mud-pot that comes in    innovative shapes and have artistic designs on them called 'Pongapani'. The    special dish is called 'Sarkkarai Pongal' and is offered to Sun God with    sugarcane sticks. It is said that Lord Sundareshwar performed a miracle on    this day in the Madurai    temple and breathed life into a stone elephant who ate sugarcanes. One can    see the depiction of the event in the Meenakshi temple.
    Mattu Pongal
    The third day known as 'Mattu Pongal' is dedicated to the cattle as    cowherds and shepherds pay thanks to their cows and bulls, paint their    horns and cover them with shining metal caps. They are fed 'Pongal' and    tinkling bells are tied around their neck. Cattle races are conducted and    in the game called 'Manji Virattu' groups of young men chase running bulls.    Bull fights called 'Jallikattu' are also arranged at some places where    young men have to take the money bags tied to the horns of ferocious bulls    single-handedly and without the use of arms. Lord Ganesha and Goddess    Parvati are also worshiped on this day. At some other places, this day is    celebrated as Kanu Pongal when girls feed colored balls of cooked rice to    the birds and crows and pray for their brothers' happiness and that they    always remember them.
    Kaanum Pongal
    The fourth day is termed as Kaanum Pongal. On this day, people travel to    see other family members. On this day, the younger members of the family    pay homage to the elders, and the elders thank them by giving token money.    Another thing many do is leave food out on banana leaves for birds to take.    Many South Indian people will take the first bit of rice cooked in any    given day and set it outside for the crows to take, so this is not    necessarily a habit only for Pongal.

What is Pongal?





      What is Pongal?


    Pongal is the only festival of Hindu that follows a solar calendar and is    celebrated on the fourteenth of January every year. Pongal has astronomical    significance: it marks the beginning of Uttarayana,    the Sun's movement northward for a six month period. In Hinduism,    Uttarayana is considered auspicious, as opposed to Dakshinaayana, or the    southern movement of the sun. All important events are scheduled during    this period. Makara Sankranthi    refers to the event of the Sun entering the zodiac sign of Makara or    Capricorn.
    In Hindu temples bells, drums, clarinets and conch shells herald the joyous    occasion of Pongal. To symbolize a bountiful harvest, rice is cooked in new    pots until they boil over. Some of the rituals performed in the temple    include the preparation of rice, the chanting of prayers and the offering    of vegetables, sugar cane and spices to the gods. Devotees then consume the    offerings to exonerate themselves of past sins.
    Pongal signals the end of the traditional farming season, giving farmers a    break from their monotonous routine. Farmers also perform puja to some    crops, signaling the end of the traditional farming season. It also sets    the pace for a series of festivals to follow in a calendar year. In fact,    four festivals are celebrated in Tamil Nadu for four consecutive days in    that week. 'Bogi' is    celebrated on January 13, 'Pongal'    on Jan 14, 'Maattuppongal' on    Jan 15, and 'Thiruvalluvar Day'    on Jan 16.
    The festival is celebrated for four days. On, the first day, Bhogi, the old    clothes and materials are thrown away and fired, marking the beginning of a    new life. The second day, the Pongal day, is celebrated by boiling fresh    milk early in the morning and allowing it to boil over the vessel - a    tradition that is the literal translation for Pongal. People also prepare    savories and sweets, visit each other's homes, and exchange greetings. The    third day, Mattu Pongal, is meant to offer thanks to the cows and    buffaloes, as they are used to plough the lands. On the last day, Kanum    Pongal, people go out to picnic.
    A festival called Jalli katthu    is held in Madurai    , Tiruchirapalli and Tanjavur,all in Tamil Nadu, on this day. Bundles of    money are tied to the horns of Pongal ferocious bulls which the villagers    try to retrieve. Everyone joins in the community meal, at which the food is    made of the freshly harvested grain. This day is named and celebrated as Tamiliar Thirunal in a fitting manner    through out Tamil Nadu.
    Thus, the harvest festival of Pongal symbolizes the veneration of the first    fruit. The crop is harvested only after a certain time of the year, and    cutting the crop before that time is strictly prohibited. Even though Pongal    was originally a festival for the farming community, today it is celebrated    by all. In south India,    all three days of Pongal are considered important. However, those south    Indians who have settled in the north usually celebrate only the second    day. Coinciding with Makara Sankranti    and Lohri of the north, it is    also called Pongal Sankranti.
    Meaning & Significance
    Thai Pongal is an occasion for family re-unions and get-together. Old    enmities, personal animosities and rivalries are forgotten. Estrangements    are healed and reconciliation effected.
    Indeed, Thai Pongal is a festival of freedom, peace, unity and compassion    crystallized in the last hymn on unity in the Indian spiritual text the Rig    Veda. Thus, love and peace are the central theme of Thai Pongal.

Exco Selangor Kecam Laporan Media Tuduh Peserta Dalang Letupan

SHAH ALAM, 12 JAN: Laporan palsu pihak media yang tidak bertanggungjawab menuduh peserta perhimpunan yang menyokong Datuk Seri Anwar Ibrahim di Mahkamah Jalan Duta Isnin lalu sebagai dalang letupan dikecam Exco Pelancongan, Hal Ehwal Pengguna Alam Sekitar Negeri Selangor, Elizabeth Wong.
"Tuduhan tersebut tidak masuk akal, memandangkan kawasan sekeliling mahkamah berada di bawah kawalan ketat oleh kehadiran polis yang ramai. Saya menyeru pihak polis memberi keutamaan kepada siasatan kes ini.

"Pihak yang bertanggungjawab melepaskan letupan-letupan bom tersebut mesti dibawa ke muka keadilan dengan segera," katanya dalam satu kenyataan media.

Dalam kejadian tersebut, tiga letupan berlaku dan mengakibatkan lima orang cedera dan mengakibatkan kerosakan harta benda terutamanya kenderaan.

Letupan yang pertama berlaku bersebelahan dengan kenderaan Exco Selangor sehingga mengakibatkan kereta tersebut mengalami kerosakan manakala kereta milik Zakaria Abdul Hamid, pengarah PKOM Selangor, yang diletak di belakang turut menerima mengalami kerosakan.

Sehubungan itu, beliau meminta pihak polis untuk menyiasat perkara ini dengan terperinci dan membawa mereka yang terlibat ke muka pengadilan agar kejadian sebegini tidak berulang.

Tanbahnya, pelepasan bom-bom ini boleh dianggap sebagai tindakan pengganas yang bertujuan untuk mencetuskan keadaan huru-hara.

Sementara itu, Exco Selangor Dr. Xavier Jayakumar mengesa polis segera menyiasat sumber yang diperolehi oleh akhbar Utusan Malaysia bertajuk " Peserta Bawa Bom" yang disiarkan di muka depan akhbar tersebut semalam.

"Kita menganggap laporan tersebut mendahului hasil siasatan polis sedangkan pihak polis masih menjalankan siasatan. Adalah sangat wajar pihak polis 'mengheret' wartawan atau editor akhbar berkenaan untuk siasatan lanjut," katanya.

Lantaran letupan tersebut memberi gambaran negatif terhadap tahap keselamatan orangramai dan hartabenda dan sekaligus 'merobek' kredibiliti dan 'ketidak upayaan' pihak polis dalam aspek mengawasi keselamatan orang ramai dan kawasan persekitaran (surveillance) dalam sesuatu perhimpunan atau keramaian di tempat awam.

Dr Xavier turut mempertikaikan sikap membisu Datuk Hishamuddin Tun Hussein, Menteri Dalam Negeri dan Ketua Polis Negara dalam isu ini kerana orangramai mula meragui 'kecekapan' polis dalam 'menjamin' keselamatan negara.

Kes Letupan Di Kompleks Mahkamah Kuala Lumpur

Pihak Polis digesa segera menyiasat sumber yang diperolehi oleh akhbar Utusan Malaysia bertajuk "Peserta Bawa Bom" yang disiarkan di muka depan akhbar tersebut semalam.

Kita menganggap laporan tersebut mendahului hasil siasatan polis sedangkan pihak polis masih menjalankan siasatan. Adalah sangat wajar pihak polis 'mengheret' wartawan atau editor akhbar berkenaan untuk siasatan lanjut.

Kita menganggap isu letupan yang berlaku Isnin lepas semasa 'Himpunan 901' sebagai amat serius dan memerlukan siasatan terperinci dan segera dari pihak polis.

Kejadian 3 letupan ini sangat mengejutkan memandangkan himpunan tersebut adalah dibawah pengawasan ketat pihak Polis sehinggakan  sebuah helikopter Polis dilihat berlegar-legar mengawasi pergerakan perhimpunan tersebut.

Kita juga menganggap beratus-ratus anggota polis berseragam atau berpakaian preman berada di situ dan kita percaya ramai anggota polis berpakaian preman  berada di kalangan  orang ramai di kawasan tersebut. 

Yang lebih meragukan kita ialah letupan berlaku bukan SATU tetapi 'TIGA' berselang beberapa minit antara satu sama lain.

Tanpa membuat sebarang spekulasi kita beranggapan bahawa kejadian letupan ini telah di 'orkestra' kan  dan telah dirancang terlebih awal (well- planned) oleh pihak-pihak tertentu. Dalam kata lain ianya bukan boleh dibuat oleh orang-orang biasa.

Kita melihat kejadian letupan ini harus pandang dengan amat serius kerana pada hari tersebut hampir seluruh media antarabangsa dan tempatan bertumpu untuk membuat liputan kes mahkamah tersebut.


Lantaran letupan tersebut memberi gambaran negatif terhadap tahap keselamatan orangramai dan hartabenda dan sekaligus 'merobek' kredibiliti dan 'ketidak upayaan' pihak polis dalam aspek mengawasi keselamatan orang ramai dan kawasan persekitaran (surveillance) dalam sesuatu perhimpunan atau keramaian di tempat awam.  

Ini juga sedikit sebanyak menghakis tanggapan Pelabur-pelabur asing terhadap 'keupayaan' pihak Polis menjaga serta menjamin keselamatan aset pelaburan mereka di Negara ini.

Harus dingat selain kes kematian Altantuya yang  mati dengan penggunaan bahan peledak C4, kita jarang sekali mendengar penggunaan sebarang bom atau bahan letupan terhadap orang perseorangan atau orang ramai di negara kita sejak Merdeka. 

Kita juga mempertikaikan sikap membisu Datuk Hishamuddin Tun Hussein, Menteri Dalam Negeri dan Ketua Polis Negara dalam isu ini kerana orangramai mula meragui 'kecekapan' pihak Polis dalam 'menjamin' keselamatan Negara.

Masalah Sampah Selesai 24 Jam Selepas Aduan

SHAH ALAM, 11 JAN : Setiap aduan berkenaan masalah sampah yang dilaporkan ke talian bebas tol 1800-88-2824 akan diselesaikan dalam tempoh 24 jam.
Exco Kerajaan Tempatan, Kajian dan Penyelidikan, Ronnie Liu berkata, talian bebas tol itu akan mula dikuatkuasakan pada 17 Januari depan dan beroperasi seawal jam 8 pagi sehingga 6 petang.

"Selepas daripada pukul 6 petang, talian ini masih beroperasi seperti biasa tetapi ia direkodkan. Pengadu hanya perlu memberitahu di mana lokasi, masa dan sebagainya.

"Saya juga ingin meminta pengadu atau orang awam untuk memberi maklumat spesifik (lengkap) di mana berlakunya masalah kutipan sampah selain dinasihatkan untuk meninggalkan nombor telefon (pengadu) supaya pengurus pusat aduan boleh menghubungi mereka semula," jelasnya.

Masalah pungutan sampah dan sisa pepejal di Selangor menjadi isu hangat apabila penduduk mendakwa kegagalan kontraktor menjalankan tugas selepas kerajaan negeri melalui PBT mengambilalih kerja-kerja pembersihan di negeri ini daripada Alam Flora Sdn Bhd.

Menteri Besar, Tan Sri Abdul Khalid Ibrahim sebelum ini memaklumkan, perkhidmatan talian bebas tol akan membolehkan rakyat membuat sebarang aduan mahupun cadangan mengenai perkhidmatan pihak berkuasa tempatan (PBT) terutama melibatkan pengurusan kutipan sampah dan pembersihan.

Beliau berkata, talian ini akan dikendalikan oleh Pusat Aduan Pengurusan Sisa Pepejal Selangor di bawah kelolaan Setiausaha Kerajaan Negeri.

Menurut Menteri Besar apabila pusat aduan ini beroperasi nanti, PBT akan dapat mengetahui peratusan aduan mengenai sampah yang diterima.

Jelasnya, dengan maklumat yang diperolehi, PBT akan menggunakan semua maklumat ini untuk membaiki dan meningkatkan perkhidmatan kepada rakyat terutama yang melibatkan pengurusan sisa pepejal.

Langkah ini juga kata Menteri Besar, membolehkan rakyat menyalurkan maklumat berkenaan perbuatan khianat terhadap urusan sampah di negeri ini.

Sementara itu, ketika ditanya tentang bantahan yang dikemukakan Persatuan Sisa Pepejal dan Pembersihan Hulu Langat (protem) bersama 70 kontraktor lain terhadap Majlis Perbandaran Kajang (MPKj) kerana menawarkan tender baharu kepada orang luar, Ronnie berkata, perkara itu perlu dilaksanakan mengikut proses tender.

Katanya, dakwaan kontraktor terbabit bahawa tindakan yang dilaksanakan MPKj itu adalah semata-mata mahu mengambil syarikat kroni dan parti politik tertentu dan mengetepikan peranan mereka dalam urusan pungutan sampah dan sebagainya juga adalah tidak benar.

"Semua kontraktor perlu mengikuti proses tender, supaya ia adil. Saya rasa mereka bimbang mereka tidak dapat menyertai proses tender. Bagaimanapun, tidak semestinya kontraktor yang menyertai proses tender akan diberikan kontrak.

Mereka perlu mengikuti beberapa kriteria dan memberi kerjasama dengan kerajaan negeri serta PBT. Satu sistem yang adil akan dilaksanakan," katanya.

Azeem Ibrahim: Malaysian Ruling Offers Hope of Change

THOUGH his innocence was never in question, the acquittal in the Anwar Ibrahim trial (full story, page 23) came as a surprise to those of us who have been closely following events in Malaysia.

In 1998, Anwar faced a similar ordeal, which landed him solitary confinement for 15 years. His real crime was launching a popular uprising against the rule of then prime minister, Mahathir Mohamed.

Viewed as a threat to the ruling party's status quo, Anwar was sacked as deputy prime minister and finance minister, arrested and sentenced after a trial that was marred by political interference, falsification of evidence, blackmailing, coercion and torture of witnesses, harassment of defence lawyers, and refusal to admit witness testimony favourable to the accused.

Anwar's current trial mimicked many of those irregularities and, therefore, left many of us expecting the worse in advance of today's verdict.

In January last year I, along with my colleague Mehmet Celebi, penned a short report for the Obama administration on the background of the trial and why the United States must protest against this charade.? On examining all the evidence available to us and conducting a number of "off the record" interviews, it became very clear to us very quickly that the entire basis of the current trial was questionable.

We therefore concluded that the continuation of this trial was a clear and present danger to democracy consolidation in a country regarded as being one of the only fully developed democracies in the Muslim world. An attribute that Dr Anwar himself could take credit for.

The comeback kid of Malaysian politics represents a rare breed in Muslim politics. He is political figure who traverses the lines of Muslim traditionalism and liberalism more effectively than almost anyone else on the global scene today.

In this year of the Arab Spring, a figure like Anwar, unburdened by the daily distraction of the trial, can be a potent and credible voice for reform in Malaysia and across the Muslim world.

Testing Malaysia’s Promises

If electoral reforms don’t happen soon, the post-acquittal joy may quickly sour.

The not guilty verdict handed down last Monday in the sodomy trial of Malaysian opposition leader Anwar Ibrahim made both sides, Prime Minister Najib Razak and the opposition, happy. Mr. Najib gets an immediate political boost by claiming a victory for the rule of law and an independent judiciary, while Mr. Anwar can focus on the election ahead. This good feeling, however, is likely to be short-lived. Serious challenges lie ahead.

The first test of the post-verdict era will be whether the government chooses to appeal the acquittal. Defense experts successfully demolished the government’s DNA evidence, but the judge said during the trial that Mr. Anwar’s accuser was credible and reliable. With parliamentary elections looming, the government might conclude that forcing Mr. Anwar back into the courtroom will distract and pull him away from the campaign trail. On the other hand, an appeal would be polarizing and cost the government the support of centrists and independents.

The second test will be whether the government implements key electoral reforms before elections are held. Mr. Najib’s government cracked down in July on Bersih 2.0, a coalition of organizations calling for free and fair elections. This demonstrated the ruling party’s fear that genuinely fair elections could cause them to lose power for the first time since 1957. However, after strong domestic and international criticism of its heavy-handed treatment of the marchers, the government backtracked and created a select parliamentary committee to propose election reforms. Among the proposals are using indelible ink to prevent voter fraud and allowing the opposition to have access to government-owned television and radio, which now act as propaganda outlets for the ruling United Malays National Organization (UMNO).

The trouble is that so far, none of the proposals have been carried out. The only thing worthy of note is a court decision earlier this month ruling that the one million Malaysians who reside overseas have no right to vote. Expatriate Malaysians, it should be noted, are generally believed to lean toward the opposition.

If UMNO fumbles electoral reform and squanders its newly earned goodwill, the opposition will get stronger. The growing pains and ideological differences that plagued the opposition coalition in years past have largely been overcome, and Mr. Anwar and his political associates express confidence that they could take power in a fair contest.

In contrast, Mr. Najib faces a constant uphill battle. Many of the economic and political reforms that he proposed were not implemented because of right-wing opposition from inside his party. He is regularly undercut in public by criticism from Malaysia’s very vocal former Prime Minister Mahathir Mohamad, and in private by some of his most senior cabinet officers.

The public sees corruption on the rise and feels that UMNO supporters increasingly believe making money from government contracts is business as usual. Many Malaysians now use the word “kleptocracy” to describe their ruling class. This perception further undermines Mr. Najib’s calls for reform, making it seem as if no UMNO leader wants to crack down on this abuse, given its importance to maintaining the support of their political base. This perception is compounded by the fact that Mr. Najib has remained largely silent on the latest scandal, in which one cabinet minister’s family allegedly used public funds, targeted to increase cattle production, to buy luxury condominiums in Kuala Lumpur and Singapore.

These weaknesses compound UMNO’s fear of losing power and increase the risk of over-reaction. The party will not go down without a fight, and neither will its supporters in the bureaucracy, media, and business worlds, who fear losing access to the financial gravy train. Because of the high stakes, those who benefit from corruption will make an all-out effort to keep the opposition from coming to power. A return to Mahathir-style strong-arm tactics should not be ruled out.

All this will make the coming election the most important in Malaysia’s history—and also its dirtiest. The international community needs to pay attention and hold Mr. Najib to his promise of political and electoral reform. Mr. Anwar’s acquittal is only the beginning of the country’s fight against political abuse and corruption.

Gov’t Urged to Freeze NFC Assets Before EGM

PKR has urged the government to freeze the assets of National Feedlot Corporation (NFC), prompted by fears that it may restructure itself this week, thus hampering police investigations on the company.

Party strategic director Rafizi Ramli said he has obtained information that the NFC will be holding an emergency general meeting and a board member meeting sometime this week. 

He said that the EGM was called within a suspiciously short three- day notice, which he claims shows that something was brewing.

“I understand among the agenda to be discussed including the takeover of the National Meat and Livestock Corporation, a company owned by Women and Family Development Minister Shahrizat Abdul Jalil’s family. NFC is a GLC through a special share owned by the Finance Ministry.

“I believe that the hurried action to call the NFC Board of directors and EGM may have untoward intention and may hamper on-going investigations by the authorities,” he said.

Rafizi also said that they want prime minister Najib Abdul Razak, who is also the Finance Minister not to sit on his laurels and intervene by freezing any activities and decision by the company from using the RM250 million fund given by the Malaysian government.

He said the proper move for Najib to ensure corporate governance should be to appoint proper special administrators to run the NFC, as the company has hitherto shown several cases of questionable practise.

Also present at the press conference is PKR’s investment and business bureau chairperson Wong Chen.
